WHEREAS, the Completing the Mississippi River Greenway project is for preliminary and final design of wayfinding, landscaping, EV charging stations, interpretation and rest areas; and

 

WHEREAS, the County utilized public engagement for this project, including pop-ups and user intercept; and

 

WHEREAS, by Resolution No. 24-173 (March 26, 2024), the County executed a contract with Damon Farber Associates, Inc. for preliminary and final design consulting services; and

 

WHEREAS, the contract did not account for construction administration of the project which will be necessary due to the varying deliverables and complex designs, development of a no-rise certificate that was not an anticipated project need, and additional design engineering beyond original scope; and

 

WHEREAS, County staff recognizes and recommends the proposed additional tasks as necessary to complete the project successfully; and

 

WHEREAS; staff negotiated an amount of $108,460 with Damon Farber Associates, Inc. to complete the work.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager or delegate to execute an amendment to the contract with Damon Farber Associates, Inc., for additional services necessary for the Mississippi River Greenway in the amount of $108,460, resulting in a total amended contract not to exceed $503,103, subject to approval by the County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the amendment of the 2026 Parks and Greenways CIP adding $108,460 Sales and Use Tax dollars to complete the Mississippi River Greenway 2000232:

BACKGROUND

Completing the Mississippi River Greenway is a design project delivering additional landscaping, new and updated wayfinding, EV charging stations, and interpretation, trail rest stops, and overlooks the 28-mile regional trail. The improvements are in part funded by the 2023 Federal RAISE Grant, Legislative-Citizen Commission on Minnesota Resources Environment & Natural Resources Trust Fund funding, the National Parks Service, and the Infrastructure Investment and Jobs Act. Dakota County staff are actively pursuing other funding opportunities as well.

 

Landscaping will occur on the new waysides and along Concord Boulevard in Inver Grove Heights to deliver more shade to trail visitors. The rest stops and interpretation are using the 2014 Dakota County Mississippi River Trail Interpretive + Experience Design Plan and identified natural areas along the greenway to design interpretive waysides that incorporate Dakota County history and scenic rest stops of the river and the greenway’s surrounding natural areas. The wayfinding uses the 2023 Dakota County Greenways Wayfinding Standards Manual to enhance the branding and navigability of the greenway.

 

The following three additional services are necessary for the completion of this project:

 

Construction Administration Services

Damon Farber Associates. Inc. (DF) will provide full construction administration services for the construction and installation of this project for a fee of $80,000.

 

Development of No-Rise Certificate

DF is providing the submittal of a no-rise certificate for the trail waysides, a set of stairs down to the river, due to its location being within the Mississippi River Floodway. This is to be delivered for a fee of $12,460.

 

Additional Design Services

Due to newly available funding sources, additional design services and detail sheets are necessary to deliver the final project for a fee of $16,000.
