• Award bid and authorize a construction contract with McNamara Contracting, Inc., for intersection improvements along CSAH 28, CP 28-44.
SUMMARY
To promote a safe and efficient transportation system, Dakota County and the City of Eagan are partnering on County Project (CP) 28-44, which consists of intersection improvements along CSAH 28 (Yankee Doddle Road) at Mike Collins Dr./Ivy Lane and Elrene Road (Attachment: Project Location Map). The proposed improvements are anticipated to include the construction of restricted access Mike Collins Drive/Ivy Lane and the installation of a new traffic signal at Elrene Road based on previous studies, pedestrian ramp improvements at both intersections and the addition of a new right-turn lane at Wescott Square. A mill and overlay are also planned in the project area along CSAH 28 to address striping configuration changes from the updates to the median geometry and to improve pavement quality. The purpose of the project is to improve safety, operations and incorporate recommendations from previous corridor studies.
A JPA between the County and the City of Eagan is necessary to outline cost participation, preliminary and final design responsibilities, future maintenance responsibility, and construction for CP 28-44. Costs will be shared in accordance with County policy. The County is the lead agency for design, right of way acquisition, and construction phases.
Construction is planned to start in spring of 2024 and be substantially complete by November 2024. Construction bids were received and tabulated on February 13, 2024. Seven bidders submitted bids as follows:
