PURPOSE/ACTION REQUESTED

Authorize award and execute a contract with Ebert, Inc. dba Ebert Companies to provide general contractor services for the Lake Byllesby Regional Park Campground Building project.

 

SUMMARY

The adopted 2025 Parks Capital Improvement Program (CIP) includes a project that explores the replacement or renovation of campground buildings in Lebanon Hills and Lake Byllesby Regional Parks. This project was funded through the Metropolitan Council’s Regional Bonding Modernization Grant Program and the Parks and Trails Legacy Fund.

 

To help prioritize needs, the 2025 “Campground Buildings and Beach House Replacement Study” established a building program and developed preliminary pricing. One of the buildings in this study was a campground building in Lake Byllesby which was programmed to include a severe weather component. Capital Projects Management staff worked with Bloom Companies to develop the design for a storm shelter and restroom building that would accommodate 500 people in the event of inclement weather.

 

Construction documents were prepared by Bloom Companies and advertised for bid on May 14, 2026. Fifteen bids were received on June 9, 2026. See attached Bid Tabulation for full results. The lowest responsible and responsive bidder is Ebert, Inc (dba Ebert Companies). The lowest three bidders were as follows:

Four alternates were used to support the bidding outcome. Alternate One provided additional natural light to the building through solar tubes. Alternate Two included tempering of the building for winter. Alternate Three included a large exterior concrete patio off the south (lake-facing) side of the building. Alternate Four increased the number of doors in the building; two, double-leaf doors were added along the south side of the building.

 

By Resolution No. 25-444 (September 23, 2025), the Dakota County Board of Commissioners authorized application for, and acceptance of, State Fiscal Year 2026-2027 Parks and Trails Legacy Fund (PLTF) Grants. The grant acceptance for the Lake Byllesby Regional Park Improvements is in the amount of $740,130 and is available on July 1, 2026. By Resolution No. 26-114 (March 24, 2026), the Dakota County Board of Commissioners authorized a budget amendment to increase the project budget by $500,000. The project has an available budget of $2,919,129.

Staff recommends the base bid and all four alternates for the Lake Byllesby Regional Park Storm Shelter be awarded to Ebert Companies in an amount not to exceed $1,967,700. The bid is seventeen percent lower than the last engineer’s estimate and falls within the project budget.

EXPLANATION OF FISCAL/FTE IMPACTS

The Parks CIP Adopted Budget for this project is $2,633,095. Of that total budget, $1,633,095 is from the grant administered through the Metropolitan Council. Some of these funds were used to fund the campground study and Bloom Companies’ contract. The remaining current budget is $2,419,129. A budget amendment approved by Resolution No. 26-114 (March 24, 2026) brought the total, available project budget up to $2,919,129.

WHEREAS, the adopted 2025 Parks Capital Improvement Program includes a project to replace or renovate campground buildings within Lebanon Hills and Lake Byllesby Regional Parks; and

 

WHEREAS, staff hired Locus Architecture to conduct a study that evaluated all buildings at two campgrounds and recommended the addition of a storm shelter into the campgrounds; and

 

WHEREAS, staff worked with Bloom Companies to develop the design of a storm shelter and restroom building within Lake Byllesby Regional Park; and


WHEREAS, construction documents were prepared by Bloom Companies, the project was advertised for bid on May 14, 2026, and fifteen bids were received on June 9, 2026; and

 

WHEREAS, Ebert, Inc. dba Ebert Companies submitted a bid of $1,967,700; and

 

WHEREAS, staff and Bloom Companies reviewed the qualifications of the bidder and recommend award to Ebert Companies as the lowest responsive and responsible bidder in an amount not to exceed $1,967,700 for the Lake Byllesby Storm Shelter project.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Facilities Management Director to execute a contract with Ebert Companies, 23350 County Road 10, Corcoran, MN 55357, in an amount not to exceed $1,967,700 for the Lake Byllesby Storm Shelter Project.
