PURPOSE/ACTION REQUESTED
Authorize submission of resolution of support for priority projects.
SUMMARY
On February 22, 2023, staff received notice that the County’s congressional delegation will accept applications for congressionally directed spending requests for the Fiscal Year 2024 appropriation process. Three requests were submitted in Fiscal Year 2023: the Veterans Memorial Greenway for $4,995,000, the I-35 Corridor and Interchange Study for $5,040,000, and the Sustainability and Clean Energy Demonstration Project for $4,500,000. The Veterans Memorial Greenway and I-35 Corridor and Interchange Study requests were awarded full funding for Fiscal Year 2023.
On February 24, 2023, the Legislative Advisory Workgroup reviewed potential project submissions. A report from that review will be provided to the Board for consideration.
Staff requests that the Dakota County Board of Commissioners adopt a resolution formally requesting federal assistance in funding priority projects. Following discussion at the February 28 County Board meeting, the resolution language will be updated and voted on.

EXPLANATION OF FISCAL/FTE IMPACTS
There is no direct fiscal impact as a result of adopting a resolution of support. If spending requests are granted, the budget for county activities may be affected. In such cases, budget amendments will be recommended for the Board’s approval.

WHEREAS, the 118th United States Congress is accepting applications for congressionally directed spending for Fiscal Year 2024; and
WHEREAS, the interests of Dakota County and its citizens will be directly affected by the decisions of the 118th United States Congress; and
WHEREAS, Dakota County appreciates the efforts of the Minnesota Delegation to the 117th United States Congress in securing federal funding for the Veterans Memorial Greenway and the I-35 Corridor and Interchange Study; and
WHEREAS, the residents of Dakota County have continuing needs for federal funding assistance for important infrastructure projects.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby requests federal funding for the following projects in Fiscal Year 2024 as discussed at the February 28, 2023 County Board meeting:
• Veterans Memorial Greenway
• Mississippi River Greenway
• Crisis Response Programming
• Regional Household Hazardous Waste and Recycling Facility
