PURPOSE/ACTION REQUESTED

Authorize execution of a joint powers agreement (JPA) with City of Lakeville for the North Creek Greenway: East Lake South segment.

SUMMARY

By Resolution No. 11-517 (October 18, 2011), the North Creek Greenway Master Plan (Master Plan) was adopted by the Dakota County Board of Commissioners. The master plan established a preferred alignment from Lebanon Hills Regional Park to downtown Farmington. The proposed JPA will fund the reconstruction of approximately 3,400 ft. to regional greenway standards and the construction of an improved at-grade mid-block crossing of 170th Street. (Attachment: Project Map) The City of Lakeville will facilitate the design, bidding, and construction management of the project with Dakota County staff providing design review. The total cost of the overall project is estimated at $1,000,000, with the Dakota County portion estimated at $850,000, including a 20 percent contingency. Overall project cost share will be 85 percent Dakota County and 15 percent City of Lakeville. This greenway collaborative project is consistent with current cost-share practices for city-led projects. (Attachment: Area Map)
