PURPOSE/ACTION REQUESTED
Authorize the Deputy County Manager to purchase replacement networking equipment and contract for services to assist in replacing the network equipment to ensure continued connectivity of computers and telephones to Dakota County’s core network resources.
SUMMARY
The Dakota County Information Technology (IT) Department operates hundreds of pieces of networking hardware in County facilities which connect computers and telephones to core network resources. Dakota County IT has implemented a regular schedule to proactively replace older equipment incrementally, thus keeping the network operational and spreading replacement costs out over several years.
Dakota County IT proposes to replace network equipment including:
• Switches (73) - Switches connect devices in a network to each other and allow them to communicate by exchanging data.
• Professional Services - to include assistance in replacing of the 73 network switches throughout the Dakota County service centers.
Dakota County IT has sought multiple quotes from the State Cooperative Contract T-653(5) for the proposed network equipment. Insight Public Sector provided the lowest quote of $562,732.18 for the network equipment. The other quote received included Computer Discount Warehouse-Government (CDW-G) at $565,959.33.
Dakota County IT sought a quote from Cablecloud LLC, d/b/a Telesystems, Inc. for assistance in replacing network equipment of $23,990.

Staff recommends the Board authorize the Deputy County Manager to purchase the network hardware from Insight Public Sector for $562,732.18 to upgrade aging network equipment and contract services to replace network equipment from Cablecloud LLC, d/b/a Telesystems, Inc. for $23,990. The total cost of the project is $586,722.18.

EXPLANATION OF FISCAL/FTE IMPACTS
The cost of the equipment and related contract to replace the equipment is $586,722.18. This contract will be paid for with levy funding and is included in the County Manager’s 2026 Recommended Budget as a part of the Information Technology Capital Equipment Program (CEP).

WHEREAS, network equipment are crucial components which connect Dakota County locations, computers and telephones to the core data network resources and Internet; and
WHEREAS, replacing networking equipment proactively prevents the need to replace large sections of Dakota County’s networking environment simultaneously; and
WHEREAS, Insight Public Sector quoted $562,732.18 for replacement equipment; and
WHEREAS, Cablecloud LLC, d/b/a Telesystems, Inc. quoted $23,990 for services to assist in the replacement of the network equipment.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to contract with Insight Public Sector for network replacement equipment; for a total amount not to exceed $562,732.18, subject to approval by the County Attorney’s Office as to form; and
BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to contract with Cablecloud LLC, d/b/a Telesystems, Inc. to assist in replacing the network equipment for a total amount not to exceed $23,990 subject to approval by the County Attorney's Office as to form.
