WHEREAS, Dakota County Information Technology has previously held a support contract with AGC Networks, Inc for the Avaya telephony environment; and

 

WHEREAS, Dakota County's Avaya telephony environment is compliant with Criminal Justice Information policy; and

 

WHEREAS, Community Corrections, the Sheriff’s Office, and the County Attorney’s Office are required to remain in compliance with Criminal Justice Information policy; and

 

WHEREAS, Dakota County Information Technology will require continued support on the Avaya telephony environment used by Community Corrections, the Sheriff’s Office, and the County Attorney’s Office; and

 

WHEREAS, AGC Networks, Inc. dba as Black Box, Inc. has provided a not to exceed quote of $482,949 to update software and support the County’s Avaya telephony environment through December 31, 2029.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to execute a contract with AGC Networks, Inc. dba Black Box, Inc. for Avaya telephony environment updates and support in the amount not to exceed $482,949 from November 9, 2026, through December 31, 2029, subject to approval by the County Attorney’s Office as to form.

BACKGROUND

In 2024, Dakota County Information Technology (IT) contracted AGC Networks, Inc.to support the Avaya telephony environment for the criminal justice departments including County Attorney’s Office, County Sheriff’s Office and Community Corrections. These departments require a different phone system to satisfy security requirements for accessing and using criminal justice information (CJI). The County’s Cisco Webex telephony platform is not approved by the Minnesota Bureau of Criminal Apprehension (BCA) for use of CJI.

 

Dakota County purchased a one-year support contract through AGC Networks, Inc in January of 2025 for $84,412 and extended that contract in January of 2026 for $132,890 for an additional year. This support contract ends on December 31, 2026. Dakota County’s criminal justice departments will require continued support for the Avaya system and its adjunct products through December 31, 2029.

 

The Avaya system and its adjunct products require several updates to ensure they remain fully supported. Dakota County will be required to update the system software for the Avaya Aura Core system, Avaya Messaging, and Enghouse QMS systems. The AGC Networks, Inc professional services to perform these updates in November through December of 2026 is $114,471.

 

The proposed new three-year support contract for $368,478 will provide support for Avaya phone system, Xima Chronicall reporting suite, Intrado E911 service, Enghouse Call Recording service, Audio Codes media gateway service, and Blackbox support services from January 1, 2027, through December 31, 2029.

FINANCIAL AND STAFFING IMPACTS

The total cost for this request is $482,949. Sufficient funding for this contract is included in the 2026 Information Technology Department budget.  Costs for 2027, 2028, and 2029 will be included in the County Manager’s recommended budget for those years. The breakdown of the $482,949 expense includes:
