PURPOSE/ACTION REQUESTED
Authorize execution of a contract with Northern States Power Company dba Xcel Energy (Xcel) for installation of street lighting along County State Aid Highway (CSAH) 26 and 63 for County Projects (CP) 26-54 and 63-27 (see Attachment: Location Map) in the cities of Inver Grove Heights and Eagan (Cities).
SUMMARY
To provide a safe and efficient transportation system, the County and the Cities are proceeding with CP 26-54 and 63-27. County Project 26-54 will expand approximately two miles of CSAH 26 (Lone Oak Road in Eagan, 70th Street in Inver Grove Heights) from Trunk Highway (TH) 55 to TH 3 from an existing two-lane roadway rural section to a four-lane divided urban roadway. County Project 63-27 will construct CSAH 63 (Argenta Trail) from CSAH 28 (Amana Trail) north to 65th Street and from 65th Street to old Argenta Trail (CSAH 63) to the north of CSAH 26 on a new alignment and include two lanes.
The construction plans include street lighting at the proposed roundabout at CSAH 26 and CSAH 63 and intersection street lighting at the intersections. The street lighting will improve safety for pedestrians and drivers by illuminating the trails, pedestrian crossings, intersections, and the roundabout.
Xcel Energy is the electrical power company serving this area of Inver Grove Heights and Eagan. As the electrical provider, Xcel will install the lighting during the construction of the project, planned for the summer of 2022, and bill the respective agency for the monthly rate for the street lighting. The 2022 planned lighting is along CSAH 63 and the roundabout at CSAH 26 and CSAH 63.
Xcel Energy has provided an estimate of $114,944. for the installation of roundabout lighting, intersection street lighting, and the necessary electrical connections (e.g., control cabinets, transformers, pedestals). The contract includes16 lights at the roundabout and five lights not in the roundabout.
The cost participation for the lighting associated with CP 26-54 and CP 63-27 will be in accordance with the adopted Cost Share Policy F.1 Cost Participation as follows: CP 63-27 Roadway Expansion Principal Arterials - non-Freeway County share 85 percent and City share 15 percent along CSAH 63 and CP 26-54 10-ton Routes County share 75 percent and City share 25 percent along CSAH 26. The lighting power costs and maintenance responsibilities with the new system is consistent with the County’s 2040 Transportation Plan adopted Cost Share Policy F.17, which assigns the maintenance responsibility for the lighting to the County.
