WHEREAS, to provide a safe and efficient transportation system, Dakota County is proceeding with County Project (CP) 63-33; and
WHEREAS, the County is the lead agency for CP 63-33 with construction scheduled for 2027, with completion in fall 2027; and
WHEREAS, the 2027 projected construction workload is greater than the number of available County staff; and
WHEREAS, an engineering firm with this specialty will provide construction management, inspection, surveying, and material testing in 2027; and
WHEREAS, the proposal from Kimley-Horn and Associates, Inc. (Kimley-Horn) highlights their strong technical expertise, staff, and experience with complex transportation projects and meets the requirements of this project; and
WHEREAS, the requested construction management is typically estimated to cost 8.0% of the estimated construction cost, and the proposal submitted by Kimley-Horn is 7.1% of the cost; and
WHEREAS, the current budget has sufficient funding for construction management, inspection, surveying, and material testing services beginning in 2027; and
WHEREAS, Dakota County’s Finance department and Kimley-Horn have agreed that no costs shall be incurred until January 1, 2027.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager or designee to execute a contract with Kimley-Horn and Associates, Inc. for construction services for reconstruction of County Road 63 (Delaware Avenue) in the Cities of Mendota Heights and West St. Paul, County Project Number 63-33 in the amount of $1,117,340, subject to the approval of the County Attorney’s Office as to form.

BACKGROUND
To provide a safe and efficient transportation system, Dakota County is reconstructing County State Aid Highway 63 (Delaware Avenue) from Marie Avenue to Trunk Highway 149 in the Cities of West St. Paul and Mendota Heights. This project will improve intersection operations and pedestrian facilities and improve drainage along the roadway.
The County is seeking expertise from an engineering firm to provide the construction management, inspection, surveying, and material testing services on this two-year project.
Transportation Department staff sent Requests For Proposals to three professional engineering firms with expertise in this type of work. Three firms submitted proposals, which were evaluated by Transportation, Mendota Heights, and West St. Paul staff.

RECOMMENDATION

The proposal from Kimley-Horn and Associates, Inc. highlights their strong technical expertise, staff, and experience with complex transportation project and meets the requirements of this project. Construction management is typically estimated as 8.0% of the estimated construction cost of $15.7 million, which is $1,255,221. The construction services of $1,117,340 came in under at 7.1%.
Although Kimley-Horn’s proposal is greater than the others, the cost per hour and the number of hours devoted to the project make it stand out as the best value.
The County Engineer recommends execution of a contract with Kimley-Horn and Associates, Inc., ending in June 2029, for construction management, inspection, surveying and material testing services for County Project 63-33.

FINANCIAL AND STAFFING IMPACTS
The adopted 2026 Transportation Capital Improvement Program budget includes an estimated $15,660,000 in 2027 for CP 63-33 RECONST MARIE - TH149. There is sufficient project budget available to fund this contract. Dakota County’s Finance Department and Kimley-Horn, Inc., have agreed that no costs shall be incurred until January 1, 2027.
