PURPOSE/ACTION REQUESTED

•                     Authorize submittal of Department of Natural Resources (DNR) grant application and, if approved, acceptance of grant funds for construction of Township Bridge number L3285 located on Inga Ave in Hampton and Douglas Townships, CP 97-144.

•                     Authorize submittal of Department of Natural Resources (DNR) grant application and, if approved, acceptance of grant funds for construction of Township Bridge number L3249 located on 205th Street East in Marshan Township, CP 97-164.

•                     Authorize the Physical Development Director to enter into Joint Powers Agreements (JPA) for construction of Township Bridges with Hampton, Douglas, and Marshan Townships.

SUMMARY

To provide a safe and efficient transportation system throughout the County, substandard bridges and culverts within the County need to be reviewed and replaced. CP 97-144 (existing deficient bridge number L3285 replacement project) and CP 97-164 (existing deficient bridge number L3249 replacement project) were identified on MnDOT’s bridge replacement priority list as well as programmed in County’s 2022 CIP budget as bridge replacement projects. The bridge replacement projects CP 97-144 and CP 97-164, for both the deficient bridges are being prioritized for construction in 2024 after identifying State funded resources to be able to construct them this year yet.

Dakota County as a lead agency receives State funding to assist Townships in addressing the deficient bridges on Township Roads. State funded town bridge account can be utilized for removals, construction of the bridge, and approach construction for 100 percent of bridge construction costs, in excess of Township(s) cost-share of $10,000, and 100 percent of engineering costs in excess of Township(s) cost-share of $10,000. Per MnDOT provisions the County utilizes State and Township funds for engineering design and construction costs.

The DNR is making funds available from the Clean Water Legacy Fund in the form of 25-percent cost-share grants to local units of government to replace bridges and culverts using a geomorphic design approach. The geomorphic design approach requires documentation of present-day watercourse morphology and is achieved by performing a Geomorphic Assessment at Road-Watercourse Intersection. Once performed, this document is used by the designer to size and place openings through the roadway and across the watercourse unlike traditional design practices that focus on water conveyance alone which often places over-widened on-channel openings with no consideration for the floodplain. Such past design approaches commonly concentrated all flow ranges to the channel alone which can cause many detrimental impacts to the stability of the natural watercourse, disrupting natural sediment transport and disconnecting the floodplain. The geomorphic design requirements address channel erosion, ecological connectivity (e.g., fish and micro-organism passages), and floodplain connectivity issues and foster natural system processes, establishing stable watercourses through time. The geomorphic design approach, for the infrastructure placed upon natural watercourses, can be applied anywhere a naturally formed channel exists on the landscape. DNR grant funding is intended to offset potential increased costs associated with adopting the geomorphic design approach outlined within the program requirements.

The 25-percent cost-share grant from DNR, if approved, will be approximately $128,750 based on preliminary estimate of $515,000 for structure replacement cost for bridge number L3285 (CP 97-144).

The 25-percent cost-share grant from DNR, if approved, will be approximately $69,500 based on preliminary estimate of $278,000 for structure replacement cost for bridge number L3249 (CP 97-164).

Staff is proposing to submit DNR grant applications for the Township bridge replacement projects, CP 97-144 and CP 97-164 and enter into Joint Powers Agreements with the associated Townships for CP 97-144 and CP 97-164.

RECOMMENDATION
