WHEREAS, the U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) program has issued a Notice of Funding Opportunity for Federal Fiscal Year 2026 grant funds; and
WHEREAS, Dakota County has received CoC grant funds from HUD to provide transitional housing and rapid re-housing services for over twenty years; and .
WHEREAS, Dakota County Social Services proposes to submit two grant applications for Transitional Housing and Supportive Services grants for the following programs:
• Transitional Housing grant in an amount not to exceed $1,000,000 to provide rental assistance and case management to re-house families with minor children experiencing homelessness; and
• Supportive Services grant in an amount not to exceed $230,000 to provide shelter diversion services to families with minor children
and;
WHEREAS, Dakota County is required to provide a 25 percent match for any award, which would be funded with Local Affordable Housing Aid (LAHA) funds.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to apply to the U.S. Department of Housing and Urban Development for Continuum of Care Transitional Housing grant funds in an amount not to exceed $1,000,000 for the grant period June 1, 2027, through May 31, 2028; and
BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to apply to the U.S. Department of Housing and Urban Development for Continuum of Care Supportive Services grant funds in an amount not to exceed $230,000 for the estimated grant period June 1, 2027 through May 31, 2028.

BACKGROUND
The U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) program (24 CFR part 578) provides funding to local communities to:
• quickly rehouse households experiencing homelessness; and
• promote access to and effective utilization of mainstream programs by homeless individuals and families; and
• optimize self-sufficiency among those experiencing homelessness.
Dakota County Social Services currently receives $846,061 in CoC Rapid Re-Housing funds for the period of June 1, 2026, through May 31, 2027. These funds provide rental assistance to 48 families (at any given time) experiencing homelessness.
The current HUD Notice of Funding Opportunity prioritizes Transitional Housing and Supportive Services program.
The grant allows for administrative costs, which will be 10% of the award. Within this 10%, this grant allows for indirect administrative costs at a rate of 15% of qualifying expenses (limited to wages, benefits and purchased services).
Dakota County applies for HUD CoC grant funds through a regional collaborative application. Applications are due to HUD by August 26, 2026.

FINANCIAL AND STAFFING IMPACTS
If awarded, staff will submit a subsequent Request for Board Action to amend the 2027 Social Services budget to the correct amount. The information below represents the current HUD CoC Rapid Re-Housing Grant which runs from June 1, 2026, through May 31, 2027.
