SUMMARY
Project Background
To provide a safe and efficient transportation system, the County is planning two federal mill and overlay preservation projects for four-lane divided principal arterial routes. County Project 42-173 involves County State Aid Highway CSAH 42 (150th Street W) from CSAH 33 (Diamond Path) to Trunk Highway 3 (Robert Trail S) in Apple Valley and Rosemount. County Project 23-088 includes CSAH 23 (Cedar Ave) from CSAH 9 (179th Street) to CSAH 42 (150th Street W) in Apple Valley and Lakeville.
These preservation projects will include the following:
• Pavement milling and overlay
• Replacement of pedestrian curb ramps at intersections to comply with the Americans with Disabilities Act (ADA)
• Application of pavement markings
• Necessary repairs to city utilities
As part of pavement preservation efforts, the County collaborates with municipal partners to assess any utility improvements needed on the road segments being enhanced. Including these improvements in the preservation work saves stakeholders time and money, minimizing traffic disruptions by consolidating impacts into a single project instead of multiple ones. Potential improvements often include repairs to storm sewer, sanitary sewer, and water main facilities.
Both CSAH 23 and CSAH 42 serve communities, residents, businesses, commuters, freight, transit, and multi-modal transportation users in the area. Pavement along both corridors has reached the end of its useful life. The corridors’ pavement has severe cracking, failing curb, and non-compliant pedestrian facilities, and other systems with non-compliant Accessible Pedestrian Signals (APS) will be improved at all signalized intersections.
CP 23-088 and CP 42-173 will partially utilize National Highway System federal funds to achieve the necessary pavement improvements and ADA pedestrian improvements.
Scope of Work
The scope of work for CP 42-172 and CP 23-088 includes public involvement and agency coordination, corridor evaluation, data collection, permits, approvals, surveys, traffic analysis, and roadway preliminary design, as well as final design of pavement improvements, pedestrian crossing enhancements, and signal systems. The completed product will provide a safe transportation system and ADA compliance for the County Highway System within the Cities of Apple Valley, Rosemount and Lakeville.
Consultant Selection and Roles
Dakota County issued a Request for Proposal (RFP) for the above-noted services on January 24, 2025 for CP 42-173 and CP 23-088. Five proposals were received for both the projects on February 14, 2025, and evaluated by staff representing the County and the Cities of Apple Valley, Lakeville, and Rosemount. The preferred professional engineering consultants were selected based on the following criteria: project understanding, project approach, public involvement, team expertise, quality control, performance on similar projects, and best-value cost.
WSP USA Inc. is the preferred professional engineering consultant for CP 23-088. The consultants submitted cost proposals as follows for CP 23-088:
Consultant Total Cost Hours Cost Per Hour
Stonebrooke Engineering $508,350 3404 $149
WSB LLC $303,167 1734 $175
Alliant Engineering $435,455 2968 $147
Bolton & Menk, Inc. $504,974 3159 $160
WSP USA Inc. $371,589 2402 $155
WSB LLC is the preferred professional engineering consultant for CP 42-173. The consultants submitted cost proposals as follows for CP 42-173:
Consultant Total Cost Hours Cost Per Hour
Stonebrooke Engineering $356,350 2340 $152
WSB LLC $277,955 1559 $178

Bolton & Menk, Inc. $310,656 1912 $163
WSP USA Inc. $364,845 2350 $155
The proposals were evaluated to determine whether the work plan, hours, and rate structure were sufficient and reasonable to successfully complete the final design and related work. The proposals from WSB LLC and WSP USA Inc. provided the most responsive and complete work plan, which best addressed the issues and requested scope laid out in the RFP.
An amendment to the approved 2025 CIP budget is necessary. The 2025 Transportation CIP Approved Budget does not have sufficient funds for the professional engineering services for CP 42-173 and CP 23-088. The consulting services budget shortage for CP 42-173 is $2,955 and the consulting services budget shortage for CP 23-088 is $46,589. The budget shortage is being funded by the CSAH funds.
