PURPOSE/ACTION REQUESTED
Award bid and authorize the execution of a contract with McNamara Contracting, Inc. for County Project (CP) 42-168 in the City of Burnsville.
SUMMARY
To promote a safe and efficient transportation system, Dakota County and the City of Burnsville are partnering on CP 42-168. The signal reconstruction will occur at County State Aid Highway (CSAH) 42 and Southcross Drive (Attachment: Location Map).
County Project 42-168 will replace the aging signal system and install Americans with Disabilities Act (ADA) compliant ramps, lighting, curb and gutter, sidewalks/trails, and storm sewer at the intersection of CSAH 42 and Southcross Drive.
The County is the lead agency for the project, with construction anticipated to begin in spring 2025.
By Resolution No. 24-182 (April 9, 2024), the County Board authorized the execution of a joint powers agreement (JPA) with the City of Burnsville to define costs and responsibilities for CP 42-168.
The County issued the project advertisement, and six responsive bids were received and tabulated for CP 42-168 on Tuesday, January 14, 2025.

The engineer’s estimate for CP 42-168 is $859,921. Staff reviewed the bids, and the lowest responsible bid is $648,989.50 from McNamara Contracting, Inc., which is roughly 27 percent below the estimate. In comparing the estimate to the bids, the largest discrepancy came with the revision of the signal system, wherein all contractors were substantially lower than the estimated cost (nearly $141,000 less on average). This difference is expected given current materials costs and relation to contractors determining workloads for the upcoming construction season. Staff has reviewed the bids and determined the bids competitive.
The County and City will be responsible for the local share at a cost split of 50 percent County and 50 percent City for signal installation in accordance with the 2040 Dakota County Transportation Plan Cost Policy.
