WHEREAS, Dakota County relies on Pure Storage data storage systems to host the primary and backup data that support critical County business files and systems; and
WHEREAS, the County's current Pure Storage support agreements expire on September 30, 2026, and October 9, 2026, and a lapse in support would end access to software and security updates and hardware replacement for the County's primary data storage; and
WHEREAS, the Pure Storage Evergreen program continues this support under flat, predictable renewal pricing, includes all software features and full hardware warranty coverage, and delivers a hardware upgrade with each three-year renewal, allowing the County to keep its storage current without repurchasing storage it already owns; and
WHEREAS, the County will renew each pair of systems through the reseller from which it was purchased, with Paragon Development Systems, Inc, and with CDW Government LLC; and
WHEREAS, the total cost of the three-year renewal is $653,122 for the period of October 1, 2026, through October 9, 2029.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to execute a three-year contract with Paragon Development Systems, Inc. to renew Pure Storage support in a total amount not to exceed $332,351 for the period of October 10, 2026, through October 9, 2029, subject to approval by the County Attorney’s Office as to form; and
BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to execute a three-year contract with CDW Government LLC to renew Pure Storage support in a total amount not to exceed $320,771 for the period of October 1, 2026, through October 9, 2029, subject to approval by the County Attorney’s Office as to form.

BACKGROUND
Dakota County operates four Pure Storage systems that store the County’s primary and backup data. Data is synchronized between the primary data center in Hastings and the secondary site in West St. Paul to ensure continuity of service if the primary site becomes unavailable.
The County maintains these systems through the Pure Storage Evergreen program, which renews every three years and keeps the systems fully supported and current through hardware upgrades without requiring the County to repurchase existing storage capacity.
This is the second maintenance renewal of the original storage hardware, which cost $298,998 at its first renewal in 2023 and $320,771 now. It is also the first renewal of the additional storage hardware purchased in 2023, which accounts for the remainder of the total.

Staff recommends that the Dakota County Board of Commissioners authorize the Deputy County Manager to execute three-year contracts with Paragon Development Systems, Inc. and CDW Government LLC to renew Pure Storage support in a combined total amount not to exceed $653,122 for the period of October 1, 2026, through October 9, 2029.

FINANCIAL AND STAFFING IMPACTS
The total cost of the three-year renewal is $653,122. The 2026 amount is $233,506 and is included in the 2026 Information Technology Budget. Funding for the 2027 and 2028 payments will be included in the respective years' County Manager's Recommended Information Technology budgets.
