PURPOSE/ACTION REQUESTED

Authorize to renew joint powers agreement (JPA) with Independent School District 196 for school resource officer services.

 

SUMMARY

Since 1996, the Dakota County Board of Commissioners has authorized the Dakota County Sheriff to contract with Independent School District 196 to provide school resource officer services to their academic program. The current two-year contract will expire August 31, 2022 and the school district and the Sheriff’s staff desire to continue the school resource officer partnership during the period September 1, 2022, through August 31, 2024.

 

Independent School District 196 has historically paid 75 percent of the cost of annual salary, benefits and a vehicle for a Special Duty Deputy who is assigned to the school for nine months, with the remaining 25 percent paid by the County. During the summer months, this position is assigned to areas of need within the Sheriff’s Office. Independent School District 196 has agreed to compensate Dakota County up to the sum of $82,242 for liaison services and vehicle costs during the 2021-2023 school year, and $86,354 for liaison services and vehicle costs for the 2023-2024 school year.

EXPLANATION OF FISCAL/FTE IMPACTS

The Sheriff’s budget includes necessary funding and reimbursement from Independent School District 196 to support this position in 2022 and will be included in the County Manager’s recommended budget for 2023 and 2024.

WHEREAS, Independent School District 196 has requested the School Resource Officer Services continue to be provided by the Dakota County Sheriff’s Office for the school years of 2022-2024, and the Sheriff desires to provide that service; and

 

WHEREAS, Independent School District 196 has historically paid 75 percent of the annual cost of salary and benefits, with the remaining 25 percent paid by the County; and

 

WHEREAS, during the summer months, the position is assigned to areas of need within the Sheriff’s Office; and

 

WHEREAS, the joint powers agreement provides that the school district will reimburse the County up to $82,242 for vehicle costs and liaison officer salary and benefit costs for the 2022-2023 school year and up to $86,354 for the 2023-2024 school year.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Dakota County Sheriff to execute the joint powers agreement with Independent School District 196 for providing school resource officer services and a Sheriff’s vehicle for the period of September 1, 2020 through August 31, 2024, subject to approval by the County Attorney’s Office as to form.
