PURPOSE/ACTION REQUESTED
Authorize award and execution of contract with Minnesota Petroleum Service, Inc. to provide and install a fuel island for the Lebanon Hills Maintenance Facility project.
SUMMARY
As presented at the April 11, 2023, General Government & Policy Committee, Capital Projects management set out to update the Maintenance Facility Optimization Study (MFOS) concurrently with the schematic design of the Lebanon Hills Maintenance Shop. As presented within the final MFOS report, the current Lebanon Hills maintenance shop buildings are in failing condition, and the study recommended the demolition of the existing facility and construction of a new maintenance facility within the park. By Resolution No. 23-381 (August 29, 2023), the schematic design of the project was approved, and staff was authorized to continue with the design of the project.
The construction of the new maintenance facility was publicly bid in February 2024, with a General Contractor being awarded by the County Board at the March 26, 2024, meeting. The Fuel Island is an important component to this project and was bid separately due to the specialized needs related to its installation.
The fuel island purchase and installation were advertised for bids on February 29, 2024. Two bids were received on March 26, 2024. The bidders were as follows:

EXPLANATION OF FISCAL/FTE IMPACTS
The 2023 Buildings Capital Improvement Program includes a budget of $16,000,000, which is sufficient.

WHEREAS, the 2023 Maintenance Facility Optimization Study recommended the construction of a new maintenance facility within Lebanon Hills Regional Park and the demolition of the existing failing structures; and
WHEREAS, by Resolution No. 23-381 (August 29, 2023), the schematic design of the project was approved; and
WHEREAS, the County contracted with UrbanWorks Architecture, LLC, to prepare final design documents, which were completed in February 2024, and competitive bids for the general contractor were received on March 5, 2024; and
WHEREAS, the fuel island was competitively bid on February 29, 2024, and two competitive bids were received on March 26, 2024; and
WHEREAS, Minnesota Petroleum Services, Inc. submitted a bid of $408,883; and
WHEREAS, staff and UrbanWorks reviewed the qualifications of the bidder and recommends award to Minnesota Petroleum Services, Inc as the lowest responsive and responsible bidder in an amount not to exceed $408,883 for the Lebanon Hills Maintenance Facility Fuel Island Project.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes Parks, Facilities, and Fleet Management Director to execute a contract with Minnesota Petroleum Services, Inc. 682 39th Ave NE, Columbia Heights, MN 55421, in an amount not to exceed $408,883 for the Lebanon Hills Maintenance Facility Fuel Island Project.
