PURPOSE/ACTION REQUESTED
Adopt revisions to County Policy 1570, Gift Acceptance, and Review and Approve the Dakota County Donation Plan.
SUMMARY
By Resolution No. 23-338 (August 1, 2023), the County Board adopted revisions to Policy 1570 - Gift Acceptance (The Policy), which allows for the formal recognition of gifts, as defined by policy. The Policy directed that a Donation Plan be approved by the County Board to allow additional acceptance of monetary gifts under delegated authority.
County staff have developed a Donation Plan (Plan), which will apply to all Divisions within the County (Attachment: Donation Plan). The Plan includes:
• General gift acceptance criteria
• Standardized donor recognition practices
• Specific guidance on the acceptance of tributes, program-related donations, capital project donations, and donations of real estate or real estate value
• Maintenance and disposal procedures for donated items
The Plan provides guidance on the appropriate approval authority, donation amounts, and recognition for specific donation types, including pre-approved criteria for plaques and temporary signage.
In addition, County staff are proposing two minor revisions to County Policy 1570. The first revision clarifies that the County reserves the right to refuse acceptance of any gift for any reason, where previously, only the County Board could refuse acceptance. The second revision removes the reliance on valuation of a gift from County staff.
All revisions to County Policy 1570 can be found in the Attachment (Attachment: Gift Acceptance Policy No. 1570 Revisions), with changes identified with strikeouts and underlines.

WHEREAS, the Dakota County Board of Commissioners adopted County Policy No. 1570, Gift Acceptance in 2023; and
WHEREAS, staff recommends revisions to Policy No. 1570 to clarify who can refuse gifts, and removal of a reliance on valuation of gifts from County staff; and
WHEREAS, Policy No.1570 directs a Donation Plan be developed to allow acceptance of monetary gifts under delegated authority.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby adopts the proposed amendments to Policy No. 1570, Gift Acceptance; and
BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby approves the County Donation Plan.
