PURPOSE/ACTION REQUESTED
Schedule a public hearing for May 7, 2024, at 9:00 a.m. to receive comments on proposed new fees and recommended amendment to the 2024 Dakota County Fee Schedule.
SUMMARY
The Dakota County Property Taxation and Records Department recommends new fees and subsequent amendment to the 2024 Dakota County Fee Schedule. The new fees are associated with the implementation of a new Occasional User Online Portal Service.
The Occasional User Online Portal will allow one-time or infrequent users to search Dakota County property records remotely and download documents without maintaining a subscription service with associated monthly fees. The occasional users can pay individual fees by credit card for remote access to property documents. In addition to enhancing customer service, this service will result in greater internal efficiencies. The recommended new fees are as follows:

Minn. Stat. § 373.41 authorizes the County Board to establish fees for various services provided to the public. This law also requires the County Board hold a public hearing prior to adopting such fees. This action will direct County staff to provide notice of the public hearing on the new fees to be held on May 7, 2024, at 9:00 a.m. The hearing will be held in the Dakota County Boardroom at 1590 Highway 55, Hastings, Minnesota 55033. The statute authorizing County fees does not require publication in the County’s designated official newspaper. Therefore, the County Board can direct staff to provide notice using the method it determines the most appropriate or cost effective for this public hearing. County staff recommends the notice be posted on the County website, instead of publication in the official newspaper, as this from of notice is likely to be seen by more County residents than will occur through publication in the official paper.
The recommended fees were presented and discussed at the General Government and Policy Committee of the Whole on April 9, 2024.

The newly established fees for the Occasional User Portal will offset associated transaction costs.

WHEREAS, County fees for services not otherwise established by law may be imposed if adopted by the Dakota County Board of Commissioners following a public hearing; and
WHEREAS, Staff presented the recommended new fees and amendment to the 2024 Dakota County Fee Schedule to the General Government and Policy Committee on April 9, 2024.
NOW THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby schedule a public hearing for the purpose of receiving public comments regarding the recommended new fees on May 7, 2024 at 9:00 a.m. in the Boardroom, Administration Center, 1590 Highway 55, Hastings, MN 55033; and
BE IT FURTHER RESOLVED, That the proposed new fees and amendment to the 2024 Dakota County Fee Schedule will be effective upon approval by the County Board; and
BE IT FURTHER RESOLVED, The staff is hereby directed to post notice of the public hearing on the official Dakota County website following adoption of the resolution and to not remove the notice form the website until May 7, 2024.
