PURPOSE/ACTION REQUESTED

                     Authorize a construction contract with Max Steininger, Inc.to complete the greenway trail construction work for County Project (CP) P00147, Veterans Memorial Greenway Phase 1 in Inver Grove Heights (Attachment: Project Location).

                     Authorize execution of a joint powers agreement (JPA) with the City of Inver Grove Heights for Construction, Fiber and the subsequent Supplemental Maintenance Agreements.

 

SUMMARY

To provide a safe and efficient greenway system, Dakota County is proceeding with the Veterans Memorial Greenway (VMG) Phase 1 segment, which is the construction of about two miles of shared-use trail. The construction includes a 10’ shared-use trail, tunnel under County Highway 71, earthwork and elements of the basic and enhanced memorial nodes, Greenway wayfinding, and a mid-block crossing of County Highway 73 into Rich Valley Park. Additional landscaping and memorial node construction, including the plazas and interpretive elements, will be completed by separate construction contracts starting in late 2024 or early 2025 for Phase 1.

Timeline: The greenway is anticipated to begin construction in April of 2024 and be substantially completed by November 2024.

 

Bids Received: Bids were received and tabulated on March 27, 2024. Six bidders submitted bids as follows:

The engineer’s estimate for the construction of (CP P00147) is $3,841,712.35. The lowest and most responsible bid is $2,702,631.22 from Max Steininger, Inc., which is 30 percent below the engineer’s estimate. Staff has reviewed the bids and determined that the low bid was competitive at the time of bidding.

WHEREAS, to provide high-quality recreational and educational opportunities in harmony with natural resource preservation and to honor Dakota County’s more than 25,000 veterans, Dakota County is proceeding with the Veterans Memorial Greenway County Project (P00147); and

 

WHEREAS, the Veterans Memorial Greenway Phase 1 is the first segment of regional trail to be secured, designed, and constructed in order to connect the Mendota to Lebanon Greenway in Eagan to the Mississippi River Greenway in Inver Grove Heights; and

 

WHEREAS, the Veterans Memorial Greenway Phase 1 includes construction of two miles of trail starting 500’ west of the intersection of Alameda Path and Cliff Road in Inver Grove Heights and extending east along Cliff Road through Flint Hills property and then ending at Rich Valley Park; and

 

WHEREAS, staff advertised the construction contract (P00147) on February 29, 2024; and

 

WHEREAS, the bid of Max Steininger, Inc. in the amount of $2,702,631.22 was the lowest responsive and responsible bid received; and

 

WHEREAS, the 2024 Park’s Capital Improvement Program Budget has sufficient funds to accommodate the construction contract.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby awards the bid to and authorizes the Physical Development Director to execute the contract with Max Steininger, Inc. for the construction work (CP P00147) associated with the Veterans Memorial Greenway Phase 1 Segment, in the amount of $2,702,631.22 based on their low bid, subject to approval by the County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute a joint powers agreement with the City of Inver Grove Heights for Construction and subsequent supplemental maintenance agreements, subject to approval by the County Attorney’s Office as to form.
