BACKGROUND
To provide a safe, efficient, and multimodal transportation system, Dakota County is coordinating with Metro Transit on the development of the METRO G Line, a bus rapid transit (BRT) project that will establish improved, high-frequency service between West St. Paul, downtown St. Paul and Little Canada generally along Robert Street and Rice Street (Attachment: Project Map). Dakota County and the Dakota County Regional Railroad Authority have cooperated in regional planning for transit service improvements along Robert Street through the Robert Street Corridor Transit Feasibility Study (2008) and the Robert Street Transitway Alternatives Analysis (2015). In 2021, Metro Transit advanced the METRO G Line into project development, where Dakota County has maintained an advisory role in the planning and design of the project. Construction of the northern portion of the route will begin in 2026, followed by the southern half within Dakota County in 2027. Service in Dakota County will begin in 2028.
Throughout earlier project planning, the Northern Service Center was designated as the location for a terminal station for G Line service, with a station footprint partially or wholly within the County’s property. While this assumption was recognized by the County, no action has been taken to date to approve the use of County property for this purpose or to authorize any agreement to govern operation and maintenance of transit facilities. Coordination with the County Attorney’s Office, Risk Management, Community Services, and Facilities Management has identified key needs, concerns and actions required of an agreement for use of County property for construction and long-term operation of a transit station. Staff will provide background information on the feasibility and need for a station at the Northern Service Center and seek direction from the Board on whether to advance towards an agreement to facilitate its construction and operation.

FINANCIAL AND STAFFING IMPACTS
Development and operation of the METRO G Line is funded by the Metropolitan Council through local and federal funds. Dakota County has no financial commitment towards the project.
