WHEREAS, pursuant to advertisement, five qualified Resource Management Services proposals were received for the North Zone and four were received for the South Zone on January 14, 2026, for the collection, transportation, and delivery of municipal solid waste, recyclable materials, and organics collected from Dakota County facilities, parks, and select residential organics drop-sites to the appropriate waste management facilities; and
WHEREAS, resource management services also provide for the development of a detailed billing/invoicing reporting system and collaboration with County staff to improve waste reduction and recycling efforts, and
WHEREAS, Dick’s Sanitation Services, Inc., submitted the lowest responsive and responsible 12-month proposal for the North Zone in the amount of $254,074; and
WHEREAS, Republic submitted the lowest responsive and responsible 12-month proposal for the South Zone in the amount of $341,510; and
WHEREAS, Republic withdrew their proposal prior to execution of the contract; and
WHEREAS, Waste Management submitted the next lowest responsive and responsible 12-month proposal for the South Zone in the amount of $353,441; and
WHEREAS, Waste Management revised their proposal for the South Zone to reflect the new 8-month term in the amount of $313,685; and
WHEREAS, funds for resource management services are included in the 2026 Facilities Management operating budget.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby partially rescinds Resolution No. 26-177 (April 21, 2026) and does not award the South Zone to Republic Services of the Twin Cities - Inver Grove Heights; and
BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Facilities Management Director to execute a contract with Waste Management of Minnesota, Inc. 1901 Ames Drive, Burnsville, MN 55306, for Resource Management services at Dakota County buildings in the South Zone for the period of August 1, 2026, through March 31, 2029, for $313,685, subject to available funding and approval by the County Attorney’s Office as to form.

BACKGROUND
The Resource Management Services contracts were set to expire on March 31, 2026, so a Request for Proposals (RFP) was sent out in January 2026. Due to questions surrounding the responses from multiple vendors with respect to service levels, staff extended the previous contract through May 31, 2026. The contract with Dick’s Sanitation Services started on June 1, 2026, for the North Zone locations. The South Zone contract had challenges coming to terms with Republic, so staff extended the previous contract another two months through July 31, 2026, to allow additional time for negotiation. Republic notified the County on June 4, 2026, that they withdrew their proposal for the South Zone. Staff reviewed the proposals and scoring from the request for proposals process and worked with Waste Management on a revised proposal amount for the shortened contract period. As the current vendor in place for the South Zone, Waste Management will continue services without interruption with this new contract effective August 1, 2026.

Staff recommends that County Board Resolution No. 26-177 (April 21, 2026) be partially rescinded and not award the South Zone to Republic Services of the Twin Cities - Inver Grove Heights. Staff also recommends that the South Zone contract be awarded to Waste Management.

FINANCIAL AND STAFFING IMPACTS
Sufficient funds are included in the 2026 Facilities Management operating budget for Resource Management services. The cost of these contracts is funded with property tax levy. Future year costs will be included in the County Manager’s Recommended Budget. The costs for the residential organics drop-sites on County property is paid for from the state SCORE (Select Committee on Recycling and the Environment) grant designated organics funding and transferred to the Facilities Management budget in the General Fund.
