PURPOSE/ACTION REQUESTED

Authorize award of bid and execution of a contract with JM Hauling LLC to provide construction services for the West Lake Byllesby Regional Park Master Plan Improvements.

 

SUMMARY

The Parks Capital Improvement Program Adopted Budget includes a project to develop project sites on the west side of the Lake Byllesby Regional Park which will formalize access and create basic trailhead amenities. Funding for this project came from the Environment and Natural Resources Trust Fund and a County match.

 

In August 2025, Capital Projects Management staff developed a Request for Proposals for professional design services. Three firms responded with proposals. The internal selection committee selected Aune Fernandez Landscape Architects (AFLA) to provide the design services for this project.

 

Working with a Core Planning Group comprised of staff from Facilities Management and Parks, AFLA developed concept options to meet the project needs. Schematic design concepts were then selected and further developed. The project schematic design was presented to and approved by the Dakota County Board of Commissioners by Resolution No. 26-113 (March 24,2026). After this approval, AFLA and the Core Planning Group proceeded with the remaining design work on the project, which concluded in May 2026. AFLA prepared construction bid documents that were used to obtain competitive bids.

 

The bidding documents included a Base Bid and two Bid Alternates. Alternate Bid #1 includes the Cannon Overlook picnic deck, trail and associated landscaping work. Alternate Bid #2 includes a monument sign and all associated landscaping and electrical work at each project site.

 

The project was released for bidding on May 14, 2026. After three weeks, six competitive bids were received on June 4, 2026 (Attachment: Bid Tab). The following list includes the three low bids received with base bid, two alternate bids, and total values:

Staff and AFLA have reviewed the submitted bid forms and found everything to be in accordance with the design intent and bidding requirements. The combined total value of the base bid and two alternate bids from JM Hauling LLC is below the latest construction cost estimate. The available project budget can support issuing a contract for the combined total value.

EXPLANATION OF FISCAL/FTE IMPACTS

The Parks Capital Improvement Program Adopted Budge includes a total project budget of $1,493,333. Adequate funding remains to support the issuance of this contract.

WHEREAS, the 2025---2029 Parks Capital Improvement Program Adopted Budget includes a project to develop project sites on the west side of Lake Byllesby Regional Park to formalize access and create basic trailhead amenities; and

 

WHEREAS, staff selected Aune Fernandez Landscape Architects (AFLA) through a Request for Proposals process to provide the design services for this project; and

 

WHEREAS, an internal Core Planning Group worked with AFLA to develop and refine the project schematic design; and

 

WHEREAS, the schematic design was presented to and approved by the Dakota County Board of Commissioners by Resolution No. 26-113 (March 24, 2026); and

 

WHEREAS, after approval, AFLA and the Core Planning Group further developed the project design, which concluded in May 2026; and

 

WHEREAS, AFLA prepared construction bid documents to obtain competitive bids that included a Base Bid and two Bid Alternates; and

 

WHEREAS, the project was released for bidding on May 14, 2026; and

 

WHEREAS, six competitive bids were received on June 4, 2026; and

 

WHEREAS, the lowest responsive and responsible bid was submitted by JM Hauling LLC; and

 

WHEREAS, after review, staff recommends award to JM Hauling LLC as the lowest responsive and responsible bidder and proceeding with the Base Bid and acceptance of Alternate Bid #1 and Alternate Bid #2 for a total amount not to exceed $529,636.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorized the Facilities Management Director to execute a contract with JM Hauling LLC, 6514 81st St S, Cottage Grove, MN 55016, in an amount not to exceed $529,636 for the construction of the West Lake Byllesby Regional Park Master Plan Improvements project, subject to approval by the County Attorney’s office as to form.
