PURPOSE/ACTION REQUESTED
• Authorize the execution of an engineering contract with Alliant Engineering, Inc. for preliminary engineering services for County State Aid Highway (CSAH) 31 (Denmark Ave) and CSAH 74 (220th St West) in the City of Farmington, County Projects 31-115 and 74-11 (Attachment: Location Map).
• Authorize a budget amendment to the 2024 Transportation Capital Improvement Program (CIP) to create budget for CP 74-11, a new project, to fund additional scope of work to be included in the consulting contract.
SUMMARY
To provide a safe and efficient transportation system, Dakota County is proceeding with County Project (CP) 31-115, which includes preliminary engineering for a corridor study, bridge replacement evaluation, and non-motorized crossing assessment for County State Aid Highway (CSAH) 31 (Denmark Avenue) from CSAH 50 (212th Street West) to CSAH 74 (220th Street West) in the City of Farmington. County Project 31-115 is driven by the need to modernize this segment of CSAH 31 with a focus to optimize traffic operations to accommodate urban growth and development in this area of Farmington. The project also includes a non-motorized crossing assessment to improve the multimodal experience along CSAH 31 to address limited crossing opportunities across Denmark Avenue (CSAH 31) for pedestrians/bicyclists. Evaluation of the corridor crossing needs will be essential due to the Boekman Middle School being adjacent to CSAH 31 (Denmark Avenue). This is a location which is identified to evaluate crossing improvements in the City Farmington’s Safe Routes to School plan. Additionally, CSAH 31 includes the Denmark Avenue Bridge (Bridge # 19512), which carries CSAH 31 over the Vermillion River. This study will evaluate the needs for replacing the bridge while evaluating the accommodation of a future grade-separated crossing for the Lake Marion Greenway, which terminates on the eastern end of CSAH 31, as well as identifying appropriate wildlife crossing accommodations.
Scope of Work: The scope of work for CP 31-115 includes traffic analysis, roadway design services, bridge design services, public engagement, surveying, utility coordination, drainage design, right of way coordination, and environmental documentation for preliminary engineering and corridor study along CSAH 31 (Denmark Avenue) in the City of Farmington. The core components of the study include:
• Future Roadway Needs & Corridor Recommendations
• Traffic Analysis & Corridor Study
• Non-Motorized Crossing Assessment
• Preliminary Bridge Design
• Future Wildlife & Lake Marion Greenway Grade-Separated Crossings
Consultant Selection: Dakota County staff issued a Request for Proposal (RFP) for professional engineering design services on June 24, 2024. Five (5) proposals were received and were evaluated to determine whether the work plan, hours, and rate structure were sufficient and reasonable to address the unique requirements of the project. Alliant Engineering, Inc. was selected as the preferred professional engineering consultant based on their quality of response for project understanding, proposed project approach, project team, performance on similar projects, and best value cost proposal (Attachment: Consultant Selection Summary). The five cost proposals received are noted below.
Consultant Cost Proposal
Stonebrooke Engineering, Inc. $376,300
Bolton & Menk, Inc. $356,588
Alliant Engineering, Inc. $395,092
Stantec Consulting Services, Inc. $427,175
WSB LLC $423,808
Alliant Engineering, Inc. provided a competitive bid proposal that represents 5.6 percent of the estimated cost for construction which is within the range anticipated for the project’s size.
After issuing the request for proposals (RFP), County staff hosted discussions with the City of Farmington and determined that a segment along CSAH 74 (220th Street West) from CSAH 31 (Denmark Avenue) approximately 0.4 miles east to the railroad tracks between 1st Street and Honeysuckle Lane should be included in the scope of services for the project. This is due to the pavement life along this segment of CSAH 74 (220th Street West) reaching the end of its useful life and a need to review the segment for modernization. Incorporating this segment along CSAH 74 is essential to adequately address future needs in this area of Farmington in conjunction with the segment along CSAH 31 (Denmark Avenue).
This additional scope will split the study into two segments:
• The first segment on CSAH 31 (Denmark Avenue) from CSAH 50 (212th Street West) to CSAH 74 (220th Street West), CP 31-115.
• The second segment on CSAH 74 (220th Street West) from CSAH 31 (Denmark Avenue) going eastward 0.4 miles to the railroad tracks between 1st Street and Honeysuckle Lane, CP 74-11.
County Staff worked with Alliant Engineering Inc. to include preliminary engineering services not included in the original scope of CP 31-115. Alliant Engineering Inc. submitted a detailed workplan along with a breakdown of fee estimate for the additional scope of work for the segment along CSAH 74 (220th Street West) at a negotiated cost of $109,350, resulting in a total contract value of $504,442 (Attachment: CSAH 74 Amendment Proposal).
The County is the lead agency for design of the study of both segments. The County’s Cost Share based on the Dakota County Transportation Plan Cost Share Policy F.1 Roadway indicates cost share for the County is 85 percent, and the City’s share is 15 percent.
