Authorization To Execute A Grant Amendment With Minnesota Department Of Employment And Economic Development And Contract Amendments For State Dislocated Worker Program Services

end

PURPOSE/ACTION REQUESTED

Authorize execution of a grant amendment with the Minnesota Department of Employment and Economic Development (DEED) to provide State Dislocated Worker (DW) Program services and execute contract amendments.

SUMMARY

The Workforce Innovation and Opportunity Act (WIOA) requires each Workforce Development Area (WDA) to submit an annual plan describing how employment and training services will be provided to eligible program participants.

By Resolution No. 25-299 (June 24, 2025), the Dakota County Board of Commissioners authorized execution of a grant agreement with DEED to provide State Dislocated Worker Program services in the amount of $662,657 and execution of contracts with DEED Job Service and HIRED in an amount not to exceed $100,000 for each contract for the period of July 1, 2025 through June 30, 2026.

On October 24, 2025, the Dakota-Scott Workforce Development Board approved the execution of the grant amendment with DEED to add an additional amount of $738,230 ($559,578 Dakota County; $178,652 Scott County) for a new not to exceed total of $1,400,887. This allocation is a decrease of 0.4% from last year’s grant allocation.

Staff recommends authorization to execute a grant amendment with DEED to add $738,230 to the current grant agreement of $662,657 for a new not to exceed amount of $1,400,877 and execute contract amendments with DEED Job Service and HIRED to add an additional $100,000 to each contract for a new not to exceed amount of $200,000 for each contract for the period of July 1, 2025 through June 30, 2027.
