RESOLUTION

WHEREAS, the Natural Resources Management System Plan adopted by Resolution No. 17-274 (May 23, 2017) determined that Parks Natural Resources shall restore Dakota County Parks System’s natural areas per each Park Natural Resource Management Plan; and
WHEREAS, the Lebanon Hills Regional Park Natural Resources Management Plan was adopted by Resolution No. 19-769 (October 29, 2019) and identified high-priority ecological restoration sites within the park; and
WHEREAS, the County Board authorized the submission of a grant request to the 2026 Environment and Natural Resource Trust Fund (ENRTF) for the Lebanon Hills Regional Park Natural Resources Restoration and Sustainable Trails Improvements by Resolution No. 25-107 (February 18, 2025); and
WHEREAS, the County Board authorized the acceptance of $2,126,000 in ENRTF grant funds with a County match of $725,000 by Resolution No. 26-247 (June 9, 2026); and
WHEREAS, the West Trailhead at Lebanon Hills Regional Park is a priority location for restoration and enhancement, which is proposed to be completed conjunction with trail construction and decommissioning as part of the Lebanon Hills Regional Park Natural Resources Restoration and Sustainable Trails Project; and
WHEREAS, a Request for Proposals was prepared and released on April 23, 2026, for the West Lebanon Hills Regional Park Restoration Project; and
WHEREAS, the proposal documents include a Base Bid and Three Alternate Bids; and
WHEREAS, the best value proposal was submitted by Native Resource Preservation, LLC; and
WHEREAS, staff recommends acceptance of the Base Bid and Alternate Task G to best meet project goals and stay within budget; and
WHEREAS, staff recommends award of the contract to Native Resource Preservation, LLC in an amount not to exceed $2,028,059: and
WHEREAS, the project budget is sufficient to support the issuance of this contract.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby awards the proposal to and authorizes the County Manager or delegate to execute a contract with Native Resource Preservation, LLC for the West Lebanon Hills Regional Park Restoration Project, in the amount of $2,028,059 subject to approval by the County Attorney’s Office as to form.

BACKGROUND
Dakota County’s Natural Resource Management System Plan (NRMSP) identifies the need to “restore/enhance important natural areas and high use/educational areas” (section 11.3.1.2 page 101) and references the West Trailhead at Lebanon Hills Regional Park as a priority location for restoration and enhancement.
In addition to natural area restoration, some tasks included in this project will clear invasive vegetation for trail construction, provide woody debris to decommission trails, remove hazard trees for newly constructed trails and install seed on and provide establishment management for decommissioned trails.

The four proposals received from the solicitation are as follows:

The base proposal includes ecological restoration services such as invasive plant removal, canopy thinning, seed bed preparation, seed installation, plant installation, establishment management and hazard tree removal. The alternate tasks included solicitation include Task G: Sub-Unit Tree Removal, Task H: Deadfall Removal and Sub-Unit Prairie Restoration. Based on available funds only Alternate Task G: Sub-Unit Tree Removal is included in the contract.
Proposal Evaluation:
The best value proposal is Native Resource Preservation, LLC, which scored highest in the evaluation rubric.

FINANCIAL AND STAFFING IMPACTS
The Parks and Greenways Capital Improvement Program includes $2,126,000 for 2000235 Lebanon Hills Regional Park - Sustainable Trails Improvements (Phase 1). The total cost of this contract is $2,028,059, all of which will come from the Environment and Natural Resources Trust Fund grant. This proposal is cost-effective, in line with project estimates, and within budget. Sufficient funding remains in the project for other grant deliverables which are to be executed under a separate contract. Once initial restoration is completed, on-going maintenance will be funded by ELF.
