BACKGROUND

To provide a safe and efficient transportation system, Dakota County supports townships’ pursuit of funding for improvements to roadways within Dakota County. The Local Road Improvement Program (LRIP) Advisory Committee requested MnDOT State Aid for Local Transportation solicit project applications for funding from the LRIP. Townships must have a County sponsor to apply and receive funding. The maximum award is $1,500,000 per project. Applications are due November 25, 2026. Staff has been coordinating with the townships on potential applications and has received requests for County support and sponsorship for three projects as follows:

Township                                           Description
Castle Rock                                          Reconstruction of 275th Street Denmark Avenue to Trunk Highway 3
Castle Rock
Recondition of Alverno Avenue County Road 80 to Castle Rock Valley Cemetery
Greenvale
19509 Bridge Replacement, Eveleth Avenue at Chub Creek

The Townships are responsible for all costs not covered by LRIP including but not limited to consultant engineering, right of way acquisition, construction inspection, as well as construction costs above the LRIP award.

RECOMMENDATION

recommendation

Staff recommends authorizing sponsorship of the three Township Projects submitted for LRIP.

end

FINANCIAL AND STAFFING IMPACTS

If successful, the LRIP funding awards would reduce the amount of township money necessary for the projects.  All costs over and above the LRIP award are the responsibility of the Township. The County will serve as the Sponsor to the awarded project. FTE staff will be required to assist the townships in contract administration and LRIP reimbursement.
