BACKGROUND
County Project (CP) 31-124 will study the intersection of County State Aid Highway (CSAH) 31 at Crestridge Lane and design the optimal access configuration for the intersection. The design will address multimodal and vehicle safety and crash reduction while balancing the access needs of the surrounding homes and businesses. The Project will replace the signal at the intersection of CSAH 31 and Wescott Road/Kingswood Pond Road. The Project includes Americans with Disabilities Act improvements at both intersections in the City of Eagan. The two projects are being merged to avoid duplicating contracts, public engagement, plan sets, and other items.
Scope of Work
The consultant will provide professional engineering services for the Project, including the following tasks:
• Conduct a traffic analysis, evaluate intersection access and make recommendations on improvements at the Crestridge Lane intersection with CSAH 31
• Design the signal replacement at the intersection of CSAH 31 and Wescott Road/Kingswood Pond Road
• Lead public engagement efforts, including development of materials, facilitation of meetings, and documentation of community feedback on the Project
• Prepare engineering plans (reviewed at approximately 30 percent, 60 percent, and 90 percent design), including preliminary geometrics, drainage concepts, right of way needs, and cost estimates
• Coordinate with agencies, stakeholders, and utilities throughout the process
• Following Minnesota Department of Transportation State Aid approval, prepare construction bid package materials and assist with verification and recommendation of qualified bidders
Consultant Selection
The Transportation Department issued a Request for Proposals (RFP) for professional engineering services to five consulting firms. Four proposals were received and evaluated by Dakota County and City of Eagan staff. Kimley-Horn and Associates Inc. was selected as the preferred consultant based on project understanding, technical approach, public engagement strategy, team expertise, quality control, performance on similar work, schedule understanding, and best-value cost.
The review team identified Kimley-Horn and Associates Inc. as providing the most complete, detailed, and integrated approach for addressing project needs, including early stakeholder coordination and strategies for public engagement.
