WHEREAS, Dakota County receives annual allocations of Local Homeless Prevention Aid (LHPA) from the Minnesota Department of Revenue through December 31, 2032; and
WHEREAS, the 2026 Social Services LHPA budget is currently $996,916 and needs to increase by $54,980 to reflect the 2026 LHPA Allocation to Dakota County of $1,051,896.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to accept additional Local Homeless Prevention Aid funds annual allocations through December 31, 2032; and
BE IT FURTHER RESOLVED, That the 2026 Social Services Budget is hereby amended as follows to reflect the increased Local Homeless Prevention Aid Allocation to Dakota County in 2026:

BACKGROUND
Local Homeless Prevention Aid (LHPA) was created by the 2021 Minnesota Legislature (Minn. Stat. 477A.30) to help local governments ensure no child is homeless within a local jurisdiction by keeping families from losing housing and helping those experiencing homelessness find housing. Funding is distributed to counties and tribes as an allocation from the Minnesota Department of Revenue (MDR).
By Resolution No. 24-528 (May 21, 2024), the Dakota County Board of Commissioners authorized the Community Services Director to accept annual allocations through June 30, 2028. The Minnesota State Legislature extended this annual allocation through 2032 in the 2026 legislative session.
Dakota County received the first allocation of LHPA in 2023. The amount of this allocation is determined annually based on populations and the number of students experiencing homelessness within the county. Dakota County has received the following amounts from 2023-2026:
• 2023: $778,527
• 2024: $914,236
• 2025: $996,916
• 2026: $1,051,896
Dakota County Social Services contracts with 360 Communities and The Link, using LHPA funds, to provide homelessness prevention and re-housing services for families and young adults.

Staff recommends authorizing an Assistant County Manager, Community Services, to accept additional LHPA funds through December 31, 2032, and amend the 2026 budget by $54,980 to reflect the 2026 LHPA Allocation to Dakota County of $1,051,896, and authorizing the Finance Department to amend future annual Social Services budgets to reflect the updated annual LHPA allocation to Dakota County through 2032.

FINANCIAL AND STAFFING IMPACTS
There is no levy cost for this request in 2026. An amendment to the 2026 Social Services Budget in the amount of $54,980 will be funded from the LHPA Allocation.
