PURPOSE/ACTION REQUESTED

Authorize the Deputy County Manager to execute the second amendment to the agreement between the Criminal Justice Network (CJN) Joint Powers Organization and the County of Dakota for information technology services for the year 2026.

 

SUMMARY

The Criminal Justice Network (CJN) is comprised of the police departments of eight cities in the county, Dakota County, and the Dakota County Sheriff’s Office. CJN became a joint powers organization in 2022 after being part of Dakota County government since its inception. At the time CJN became a joint powers organization, it entered into several agreements with Dakota County to provide various services, including one for information technology services. The information technology services provided by Dakota County include general information technology support, desktop support, electronic communications, application and data hosting, computer security and network connectivity.

 

The original agreement between Dakota County and CJN ran through 2023 and was amended to include the years 2024 and 2025. CJN has requested a one-year extension to allow additional time for their records management system update and data transition to be completed. County staff has reviewed this option and determined it is feasible to continue to provide these services for an additional year. County staff has negotiated with CJN to increase the fee associated with the estimated work in 2026 (Attachment: 2nd Amendment to CJN-IT Services). No additional staff members are needed to provide these services.

County staff recommends the execution of the second amendment to the agreement between the Criminal Justice Network joint powers organization and the County of Dakota for information technology services from January 1, 2026, through December 31, 2026.

EXPLANATION OF FISCAL/FTE IMPACTS

Revenue from the extension of the agreement will be included in the 2026 County Manager’s recommended Information Technology budget. The fee for this service will increase from $63,000 in 2025 to $66,000 in 2026.

WHEREAS, the Criminal Justice Network (CJN) Joint Powers Organization uses web-based tools to allow law enforcement agencies to electronically enter, track, access, and share data across agency boundaries; and

 

WHEREAS, CJN entered into an agreement with Dakota County to provide technology services that will expire on December 31, 2025; and

 

WHEREAS, CJN desires to extend the agreement for information technology services through December 31, 2026; and

 

WHEREAS, CJN and Dakota County staff have negotiated fees for these services in the amount of $66,000 in 2026.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to execute the second amendment between the Criminal Justice Network Joint Powers Organization and Dakota County for information technology services for the year 2026.
