Authorization To Execute Agreement With Minnesota Department Of Transportation For Local Share Of Cultural Resources Investigation For County State Aid Highway 42 In City Of Apple Valley, County Project 42-163

PURPOSE/ACTION REQUESTED

Authorize staff to execute an agreement with the Minnesota Department of Transportation (MnDOT) to participate in the local 20-percent share of costs for an investigation of cultural resources for County Project (CP) 42-163, the construction of County State Aid Highway (CSAH) 42 from Redwood Drive to 147th Street in City of Apple Valley.

SUMMARY

To provide a safe and efficient transportation system, Dakota County is proceeding with the design of CP 42-163, the reconstruction of CSAH 42 along a one-mile segment in City of Apple Valley from Redwood Drive to 147th Street (Attachment: Project Location Map). By Resolution No. 23-209 (May 23, 2023) authorized the project's design contract.

In 2022, Dakota County applied for and received a federal grant of $6,540,000 to support the project's construction. The federal funding and other factors will require the completion of environmental review documentation working with MnDOT and other agencies. As part of the environmental review, the MnDOT Cultural Resources Unit (CRU) has given notice that cultural resources investigations, addressing archaeological and architecture/history considerations, will be needed. The factors which justified the MnDOT-recommended review include the presence of buildings greater than 50 years old and the applicability of historic preservation regulations for federally funded projects. The MnDOT CRU sent requests for bids for the cultural resource investigations to pre-qualified firms and independently determined that SWCA Environmental Consultants provided the most responsive proposal and was therefore selected as the contractor by MnDOT. The required investigations will be performed under MnDOT Contract No. 1055413 for a total fee of $76,252.03, resulting in a 20-percent local share of $15,250.41. The contract and associated work will be managed by MnDOT.
