Approval Of 2024 Dakota County Pay Equity Report

PURPOSE/ACTION REQUESTED

Approve the 2024 Pay Equity Implementation Report.

SUMMARY

The Minnesota Legislature enacted the Minnesota Local Government Pay Equity Act in 1984, requiring the State’s political subdivisions to establish “equitable compensation relationships”.  In response to the passing of the Pay Equity Act, Dakota County contracted with consultants to design and assist in implementing a Countywide job evaluation and salary administration structure.  In April 1985, Dakota County began an ongoing process of defining equitable compensation relationships between female-dominated, male-dominated and balanced classes in order to ensure gender-based wage disparities do not exist.

Minn. Stat. § 471.9981, subd. 5a, requires each jurisdiction to submit a Pay Equity Implementation report. Dakota County must submit a report to the State of Minnesota Management and Budget Department within 90 days of January 31, 2024, based on data effective December 31, 2023.  Additionally, the report must include a statement signed by the chief elected official verifying that employees are notified and that the report is public data under the Minnesota Government Practices Act, Minn. Stat. § Ch. 13. The Notice of 2024 Pay Equity Report Filing is reflected in Attachment.

Pursuant to the above legislation, Dakota County Employee Relations staff completed the Pay Equity Implementation Report and upon approval by the Dakota County Board of Commissioners will submit it to the State of Minnesota Management and Budget Department by the statutory due date.

The Compliance Report (Attachment) shows Dakota County’s payment ratio at 105.09 percent, which means that female and male-dominated jobs are paid roughly the same.  The underpayment ratio of female-dominated to male-dominated jobs is the criteria for establishing Pay Equity compliance.  An 80 percent underpayment ratio is the baseline for Pay Equity compliance.  The Attachment shows the Predicted Pay Report, which also reflects the alignment of salary ranges of male-dominated, female-dominated, and balanced jobs.
