PURPOSE/ACTION REQUESTED

Conduct a public hearing to receive comments regarding the County Manager’s Recommended 2026-2030 Capital Improvement Program (CIP) Budget.

 

SUMMARY

The Dakota County CIP forecasts priorities and budgets for the capital needs of the County for the next five years. The CIP document is a planning tool, but expenditures presented in the first year will be consistent with the County’s 2026 Adopted CIP Budget. The County Board is scheduled to consider the adoption of the 2026 Budget at its December 16, 2025, County Board meeting.

 

By Resolution No. 25-472 (October 7, 2025), the County Board authorized staff to submit the draft CIP to cities and townships for comments. Dakota County sent a letter to the cities and townships requesting their comments by November 14, 2025. Comments on those letters are included in Attachment: DRAFT 2026-2030 Dakota County Capital Improvement Comments and Responses. In addition, the County Board reviewed the draft 2026-2030 CIP on November 18, 2025, at the Budget Workshop.

 

Minn. Stat. § 373.40, subd. 3, requires the County to conduct a public hearing prior to the adoption of the County Manager’s Recommended CIP. The CIP Public Hearing was scheduled by Resolution No. 24-476 (September 24, 2024) and was advertised on November 13 and November 20, 2025, in the Hastings Journal and the County’s Website.

EXPLANATION OF FISCAL/FTE IMPACTS

The 2026 County Manager’s Recommended Budget will establish authority for the first year of the proposed 2026-2030 CIP Budget. The 2026 County Manager’s Recommended CIP Budget totals $143,314,072 (including Regional Rail Authority), and the five-year total is $896,758,509.
