PURPOSE/ACTION REQUESTED
Authorize the execution of a contract with SRF Consulting Group, Inc., for construction administration, inspection, surveying, and material testing services for County Project (CP) 32-65, the realignment and expansion of 117th Street in the City of Inver Grove Heights.
SUMMARY
To provide a safe and efficient transportation system, Dakota County is realigning and expanding 117th Street from County State Aid Highway 71 (Rich Valley Boulevard) to Courthouse Boulevard prior to the jurisdictional transfer to the County.
The number of construction projects in 2025 is greater than the available staff to manage the projects. The County is seeking expertise from an engineering firm to provide the construction management, inspection, surveying, and material testing so this project can be constructed in 2025 and 2026.
The project includes railroad crossings, watermain installation, and the construction of a lift station. The City of Inver Grove Heights has chosen to have a consultant inspect these tasks. The consultant chosen by the City is SRF Consulting Group, Inc., who also designed the plans.
Several design updates and revisions are needed to the construction documents after additional stakeholder discussions. The proposed changes to the design include relocating the entrance to the Pine Bend Landfill north of the SKB Landfill entrance and creating a second entrance to allow left turns onto eastbound 117th Street. Additionally, the entrance for Flint Hills Resources will be changed to a full-access entrance. This proposal ($61,541.00) outlines the professional services required for these modifications to the 117th Street plans.
Transportation Department staff sent a Request for Proposals (RFP) to three professional engineering firms with expertise in this type of work. Two firms submitted proposals which were evaluated by Transportation and City staff.
Engineering Firm Total Cost Cost/Hour
