PURPOSE/ACTION REQUESTED

Authorize execution of a joint powers agreement (JPA) with the City of Mendota Heights and the City of West St. Paul for design, right-of-way, construction, maintenance, and cost sharing on County Project (CP) 63-32, the Delaware Avenue Trail Gap and School Safety project.

SUMMARY

To promote a safe and efficient transportation system, Dakota County is proceeding with County Project (CP) 63-32, the Delaware Avenue (County State Aid Highway 63) Trail Gap and School Safety Improvements Project. County Project 63-32 is the final design and construction of school safety improvements in the area of Two Rivers High School along Delaware Avenue between Mendota Road and Marie Avenue on the border of Mendota Heights and West St. Paul (Attachment: Location Map).

This project was identified as part of the 2021 Dakota County School Travel Safety Assessment recommendations for the Two Rivers High School campus in Mendota Heights. The east side of this segment of Delaware Avenue is identified as a trail gap in the Dakota County 2040 Transportation Plan and the Dakota County Pedestrian and Bicycle Study. Project improvements include the addition of a multi-use trail along the east side of Delaware Avenue from Mendota Road to Marie Avenue and an enhanced crossing of Delaware Avenue near Two Rivers High School. To accommodate the new multi-use trail, the project will reduce Delaware Avenue from a three-lane roadway to a two-lane roadway, add a left turn lane at the Two Rivers High School entrance, and mill and overlay the pavement in the project area. Dakota County is the lead agency for the project and is providing oversight of design and construction activities. Dakota County was awarded a $600,000 Regional Solicitation Safe Routes to School grant for the construction of this project.

A JPA between the County, Mendota Heights and West St. Paul is necessary to outline cost participation, preliminary and final design responsibilities, right of way acquisition, future maintenance responsibility and construction for CP 63-32.  Costs will be shared in accordance with County policy. The County is the lead agency for design, right of way acquisition, and construction phases.  Construction is anticipated to occur in 2024.
