WHEREAS, by Resolution No. 26-172 (April 21, 2026), the Dakota County Board of Commissioners authorized applying for the 2025 Urban Area Security Initiative Homeland Security Grant; and
WHEREAS, Dakota County has been approved for an allocation of $743,045 in grant funding; and
WHEREAS, with approval from the Dakota County Board of Commissioners, Dakota County will accept the 2025 Urban Area Security Initiative Homeland Security Grant through the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management (HSEM) as received by the Federal Emergency Management Agency (FEMA); and
WHEREAS, the grant period is January 1, 2026, through December 31, 2027; and
WHEREAS, funding from the federal government under the homeland security grant program will enhance preparedness activities related to natural disasters and terrorism; and
WHEREAS, the goal of the preparedness efforts is to improve countywide disaster and emergency response capabilities.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager or delegate to execute a contract with Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management and the Federal Emergency Management Agency, for the Urban Area Security Initiative Homeland Security Grant in the amount of $743,045 for the period January 1, 2026, through December 31, 2027, subject to approval of the County Attorney’s Office as to form; and
BE IT FURTHER RESOLVED, That the 2026 Risk and Emergency Management Budget is hereby amended as follows:

BACKGROUND
The spending plan for this grant includes planning, training, exercises, and equipment identified by Dakota County Emergency Management in collaboration with internal and external stakeholders to proactively prepare for, mitigate, respond to, and recover from hazards and disasters to build a more resilient community.
Projects supported by this grant include equipment and training to support the Dakota County Special Operations Team (SOT) and other first responder agencies, planning and training to support County Continuity of Operations (COOP), Cybersecurity initiatives, supporting information and intelligence collaboration between the Sheriff’s Office and Minnesota Fusion Center, and other planning and support for various preparedness initiatives.
There are no costs involved for the County for acceptance of this grant. There is no local requirement for cost match.

Staff recommends the Board authorize the acceptance of the Dakota County allocation of the 2025 Urban Area Security Initiative through FEMA and Minnesota Department of Public Safety, Division of HSEM.

FINANCIAL AND STAFFING IMPACTS
The 2026 Adopted Risk and Emergency Management budget included $745,000 in estimated revenue and expenditures for this grant. A budget amendment of ($1,955) is being requested to decrease this budget to the final grant amount of $743,045 for the grant period January 1, 2026, through December 30, 2027. The expenses are allocated between Capital Equipment Program in the amount of $546,355 and the operations budget in the amount of $196,690. There is a $0 net County cost because of this action. All remaining funds, at the end of 2026, will be carried over to the 2027 Risk and Emergency Management budget.
