PURPOSE/ACTION REQUESTED
Authorize the Enterprise Finance and Information Services Director to execute a contract with IGM Technology Corp. for budgeting and planning software.
SUMMARY
In 2019, the Budget Office entered a five-year contract with OpenGov and implemented their budget software. That contract expired in February of 2024. With the implementation of DakotaConnect in 2023, the Budget Office implemented the EPM Module as Oracle’s solution to budgeting. Since implementation, the Budget Office has determined that this module does not meet the needs of the County as a budgeting software. Given that EPM is a separate module in DakotaConnect, this portion of the contract can be canceled going forward.
Given the need for new software, Dakota County issued a Request for Proposals (RFP) on November 13, 2023 for budgeting and planning software. Six proposals were received and reviewed by the Finance and Information Technology Departments. The scope of services included the following: budget planning module, budget book, CIP Report, open data digital budget book, business intelligence (BI) dashboards, forecasting/analytics and key performance indicator (KPI) tracking, as well as optional services such as Annual Comprehensive Financial Report (ACFR) automation, reporting, and Americans with Disabilities Act (ADA) compliance.
The solicitation selection criteria included:
• Project understanding, in compliance with the requirements of the RFP.
• Respondent’s ability to deliver the indicated solution in accordance with the specifications set out in the RFP.
• Project team and expertise of key personnel.
• Strength and longevity of client references.
• Demonstrated understanding of governmental budgeting/cost allocation methods.
• Best value cost proposal.
After a thorough review, the review panel recommended awarding a contract to IGM Technology Corp. and the GravityTM solution. The decision was based on IGM Technology’s history of professional and efficient budget and planning software implementation success and their capacity to meet all of the expectations and requirements in the solicitation satisfactorily. IGM Technology’s GravityTM is a leading cloud-based platform designed specifically for the government sector that offers a robust suite of solutions. They demonstrated a clear understanding of the County’s budget planning and reporting needs in their response and their interview demonstration.

Staff recommends that the Board authorize the Enterprise Finance and Information Services Director to execute a contract with IGM Technology Corp. for budgeting and planning software in an amount not to exceed $230,000 for the period of March 18, 2024 to March 18, 2027.

EXPLANATION OF FISCAL/FTE IMPACTS
There are sufficient funds in the 2024 budget in Finance for this contract. The annual IGM Technology Corp. contract amount will be $76,667. This will be offset with savings from the decommissioning of EPM for $54,000 as well as OpenGov for $119,000.

WHEREAS, the County has identified a need for budget and planning software; and
WHEREAS, a Request for Proposals was issued November 13, 2023 for budget and planning software; and
WHEREAS, six proposals were received in response to the RFP; and
WHEREAS, IGM Technology, Corp. was selected based on the evaluation criteria as identified in the RFP and interview demonstration; and
WHEREAS, staff recommends executing a contract with IGM Technology Corp. for the purpose of implementing GravityTM Budget and Planning Software; and
WHEREAS, the projected total cost of the contract is $230,000 for the period of March 18, 2024 to March 18, 2027.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Enterprise Finance and Information Services Director to execute a contract with IGM Technology Corp. for budgeting and planning software in an amount not to exceed $230,000 for the period of March 18, 2024 to March 18, 2027, subject to approval by the County Attorney’s Office as to form.
