WHEREAS, three types of substantial amendments to the Community Development Block Grant (CDBG) Program are permissible by the US Housing and Urban Development Department: creation of a new activity or cancellation of an activity; increase or decrease of an activity budget by $100,000 or more at one time; and change to the location and/or national objective of an activity; and
WHEREAS, the Dakota County Community Development Agency administers the CDBG funds on behalf of Dakota County; and
WHEREAS, the City of Inver Grove Heights requests a substantial amendment to the 2025 CDBG program to create the Cahill Area Redevelopment Plan activity and fund it with a budget of $50,000; and
WHEREAS, public notice of the substantial amendment was placed in the Minnesota Star Tribune on August 21, 2026, and on the website of the Dakota County Community Development Agency, in accordance with the approved Citizen Participation Plan process, and no public comments were received on the proposed amendment.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby approves the substantial amendment to the 2025 City of Inver Grove Heights Community Development Block Grant Program.

BACKGROUND
The City of Inver Grove Heights (City) requests a substantial amendment to create the 2025 Cahill Area Redevelopment Plan activity and fund it with a budget of $50,000. The funds for the new activity will come from the existing 2025 Home Improvement Loan activity. The City has allocated Community Development Block Grant (CDBG) and Local Affordable Housing Aid funds to the Home Improvement Loan program, and the program is well funded. The Dakota County Community Development Agency (CDA) and the City have determined that the 2025 CDBG funds will be used more quickly in the new planning activity.

Dakota County and CDA staff recommend approval of the substantial amendment to the 2025 City of Inver Grove Heights CDBG program.
