PURPOSE/ACTION REQUESTED
Authorize a contract for fabrication of signage, procurement of pertinent sign components, and installation on River to River Greenway in Mendota Heights, West St. Paul, and South St. Paul.
SUMMARY
To provide a safe and efficient greenway system, Dakota County is proceeding with the purchasing and installation of wayfinding signage on the River to River Greenway from Mendota Heights to South St. Paul. The wayfinding will follow the design and standards consistent with the Dakota County Greenways Wayfinding Standards Manual (2023). The signage is scheduled to be procured in winter 2026 and installed in spring 2026.
Dakota County has solicited bids for wayfinding furnishment, and installation. Schad Tracy Signs, Inc. was the only responsive and responsible bid received.

Staff recommends awarding the bid to Schad Tracy Signs, Inc. for procurement and installation of wayfinding signage for the River to River Greenway for $149,312.48.

EXPLANATION OF FISCAL/FTE IMPACTS
The project has adequate funding from the Dakota County Parks Capital Improvement Program (CIP) Greenway Wayfinding Installation Set-aside. The Greenway Wayfinding Installation Set-aside is funded through the Transportation Advancement Account and includes $250,000 annually in the CIP. The Set-aside also includes a carryover of $821,000 to continue to accelerate the program as previously directed by the County Board and as budget allows.

WHEREAS, to provide excellence in public service, Dakota County is proceeding with the procurement and installation of Dakota County standard wayfinding signage; and
WHEREAS, the 2023 Greenways Wayfinding Standards Manual outlines the design and installation specifications of Dakota County standard wayfinding signage; and
WHEREAS, four businesses were solicited with a request for quote; and
WHEREAS, one bid was received by County staff; and
WHEREAS, the bid of $149,312.48 was the only responsive and responsible bid received; and
WHEREAS, the Parks Capital Improvement Program budget has sufficient funds to accommodate the fabrication and installation contract.
NOW, THEREFORE, BE IT RESOLVED, that the Dakota County Board of Commissioners hereby awards the bid and authorizes Parks Director to execute a contract with Schad Tracy Signs, Inc. to procure and install Dakota County standard wayfinding in an amount not to exceed $149,312.48, including reimbursable items, subject to approval by the County Attorney’s Office as to form.
