WHEREAS, to promote a safe and accessible trail system, Dakota County is proceeding with the slope repairs needed along the Mississippi River Greenway in Inver Grove Heights; and
WHEREAS, staff advertised the construction contract for County Project (CP) 2000599 on August 28, 2026; and
WHEREAS, Nadeau Companies submitted the lowest responsive, responsible bid in the amount of $365,497; and
WHEREAS, the adopted 2026-2030 Parks Capital Improvement Program Budget has sufficient funds to accommodate the construction contract.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to execute a contract with Nadeau Companies for the construction work (County Project 2000599) associated with the Mississippi River Greenway segment in Inver Grove Heights, in an amount not to exceed $365,497 based on its low bid, subject to approval by the County Attorney’s Office as to form.

BACKGROUND
County Project (CP) 2000599 includes slope stabilization and repairs to a washout area along the Mississippi River Greenway (MRG) trail segment adjacent to Land O’ Lakes Inc.’s Purina Animal Nutrition Feed Mill parcel (Purina), as shown in the Attachment: Project Location Map. This segment of the MRG is a critical link in the trail alignment, connecting the Pine Bend Bluffs trailhead to Spring Lake Park Reserve.
The MRG trail segment in Inver Grove Heights has been a priority for Dakota County Parks’ slope stabilization and maintenance efforts for several years. However, steep bluffs, ravines, and sensitive slopes continue to experience erosion driven by high volumes of urban stormwater, and limited available land makes it difficult to implement new treatment or control measures. These conditions contribute to ongoing stability and water quality challenges along the City’s Mississippi River shoreline, highlighting the need for targeted erosion-reduction projects.
Timeline: The MRG slope repair is anticipated to begin construction in October 2026 and be completed within six weeks.

Nine bids were received. The engineer’s estimate for the construction of CP 2000599 is $505,410. The lowest responsive, and responsible bidder Nadeau Companies, with a bid of $365,497, which is 27.7% below the engineer’s estimate. Staff has reviewed the bids and determined that the low bid was competitive at the time of bidding.

FINANCIAL AND STAFFING IMPACTS
