PURPOSE/ACTION REQUESTED

                     Award bid to and authorize execution of a contract with Asphalt Surface Technologies dba ASTECH Corp. for County Projects (CP) 98-47 for crack sealing and 54-12 for micro-surfacing (Attachment: 2024 Crack Sealing Projects Map).

                     Amend the adopted 2024 Transportation Capital Improvement Program (CIP) budget.

 

SUMMARY

To provide a safe and efficient transportation system, Dakota County undertakes pavement preservation projects on an annual basis to maximize pavement life and minimize pavement life cycle costs. The Transportation Department utilizes a pavement management program to identify pavement segments and the most appropriate pavement preservation treatments on an annual basis. This year’s projects are proposed to include crack sealing and micro-surfacing. These projects are scheduled to begin in mid-May and be completed by August 31, 2024.

 

The crack sealing projects are located on nine County Highway segments. Temperature changes have caused slight cracks on these roadways to expand, and it is timely now to seal these cracks to extend the life of the pavement. The project will cover approximately 18 miles of County highways. The micro-surfacing is located on County Highway 54 for approximately 6.5 miles. Sealing and micro-surfacing cracks before they become too severe are a cost-effective method to prolong the life of the roadways.

 

Bids Received: The pavement preservation project was advertised, and bids were opened and tabulated on February 27, 2024. One bidder submitted bids as follows:

The engineer’s estimate for the project is $818,032.60. The lowest responsible bid is $863,458.95 from Asphalt Surface Technologies dba ASTECH Corp. which is 5.5 percent over the estimate. Staff recommends awarding the bid to Asphalt Surface Technologies dba ASTECH Corp.

EXPLANATION OF FISCAL/FTE IMPACTS

The adopted 2024 Transportation CIP budget includes $7,710,000 for Paved Highway Surface projects. A budget amendment is requested to transfer funds from Paved Highway Surface to CP 97-48 and CP 54-12.

WHEREAS, Dakota County undertakes pavement preservation projects on an annual basis to maximize pavement life and minimize pavement life cycle costs; and

 

WHEREAS, the pavement preservation projects were advertised, and bids were received for County Projects (CP) 98-47 and 54-12 on February 27, 2024; and

 

WHEREAS, CP 98-47 includes the crack sealing of approximately 18 miles of County highways, and CP 54-12 includes the micro-surfacing of approximately 6.5 miles of County Road 54; and

 

WHEREAS, the adopted 2024 Transportation Capital Improvement Program (CIP) budget includes funding for Paved Highway Surface; and

 

WHEREAS, the Transportation Department will provide construction management and inspection for the projects; and

 

WHEREAS, the bid of Asphalt Surface Technologies dba ASTECH Corp. in the amount of $863,458.95 was the lowest responsible bid received; and

 

WHEREAS, staff recommends awarding the bid to Asphalt Surface Technologies dba ASTECH Corp.; and

 

WHEREAS, a budget amendment is necessary to transfer funds from Paved Highway Surfaces to CP 98-47 and CP 54-12 for County highway crack sealing and micro-surfacing.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby awards the bid to and authorizes the Physical Development Director to execute the contract with Asphalt Surface Technologies Corporation dba ASTECH Corp. for County Projects 98-47 and 54-12 in the amount of $863,458.95 based on their low bid, subject to approval by the County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the 2024 Transportation Capital Improvement Program budget is hereby amended as follows:
