PURPOSE/ACTION REQUESTED

Authorize execution of Agreement Amendment No. 1033271A01 with Minnesota Department of Transportation (MnDOT) to extend project deadline for County Project (CP) 26-56 Signal Timing in the City of Eagan.

 

SUMMARY

To provide a safe and efficient transportation system, Dakota County is partnering with MnDOT on CP 26-56. The project has two components; construction which was completed in 2023 and traffic signal timing optimization that is currently moving forward. The traffic signal timing consists of developing and implementing timing optimization of 27 traffic signals along County State Aid Highway (CSAH) 26 (Lone Oak Road), CSAH 28 (Yankee Doodle Road), CSAH 31 (Pilot Knob Road), and CSAH 43 (Lexington Avenue) in the City of Eagan (Attachment: Project Location).

Agreement Amendment No. 1033271A01 (Attachment: Agreement Amendment No. 1033271A01) extends the agreement duration by one year to allow for the completion of the signal timing from July 30, 2024 to July 30, 2025. The amendment does not change the project funding, and the City of Eagan has no cost share for the signal timing.

Staff recommends executing agreement amendment No. 1033271A01 with MnDOT for CP 26-56 and extending the project deadline to 7/30/2025 for the traffic signal timing.

EXPLANATION OF FISCAL/FTE IMPACTS

The 2024 Transportation Capital Improvement Program Adopted Budget contains a remaining budget of approximately $350,000. Sufficient funds exist to complete CP 26-56.

RESOLUTION

WHEREAS, to promote a safe and efficient transportation system, Dakota County (County), in cooperation with the Federal Highway Administration and the Minnesota Department of Transportation (MnDOT), is proceeding with County Project (CP) 26-56; and

 

WHEREAS, CP 26-56 is an Advanced Traffic Management System project along County State Aid Highways (CSAH) 26, 28, 31, and 43 in the City of Eagan; and

 

WHEREAS, CP 26-56 contains a construction component (completed in 2023) and a traffic signal timing optimization component; and

 

WHEREAS, the County is the lead agency for both project components; and

 

WHEREAS, the traffic signal timing component of CP 26-56 consists of developing and implementing traffic signal timing optimization of 27 traffic signals along County State Aid Highway (CSAH) 26 (Lone Oak Road), CSAH 28 (Yankee Doodle Road), CSAH 31 (Pilot Knob Road), and CSAH 43 (Lexington Avenue) in the City of Eagan; and

 

WHEREAS, by Resolution No. 19-525 (May 2019), the County Board authorized execution of Agreement No. 1033271 with MnDOT for the use of federal aid funds of up to $155,300 for the traffic signal timing optimization component of CP 26-56; and

 

WHEREAS, Agreement Amendment No. 1033271A01 extends the duration in which the original agreement for the signal timing component will remain in effect by one year from July 30, 2024 to July 30, 2025; and

 

WHEREAS, extension of the agreement timeline allows for additional time to complete the signal timing following completion of the construction.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute Agreement Amendment No. 1033271A01 with the Minnesota Department of Transportation, subject to approval by the County Attorney’s Office as to form.
