Authorization To Execute License Agreement Between Dakota County And Minnesota Crisis Intervention Team For Space Located At SMART Center And Rescind Resolution No. 23-580

end

PURPOSE/ACTION REQUESTED

Authorize execution of a license agreement (Attachment: Draft MNCIT License Agreement) with the Minnesota Crisis Intervention Team (MNCIT) for approximately 4,916 rentable square feet of space located in the Dakota County Safety Mental Health Alternative Response Training (SMART) Center and rescind Resolution No. 23-580.

SUMMARY

The SMART Center opened in late 2021 with three tenants and space for additional County departments. The tenants are the Dakota County Drug Task Force, the Dakota County Electronic Crimes Unit, and the Minnesota Crisis Intervention Team (MNCIT). The MNCIT occupies approximately 4,916 square feet of office and storage space in the SMART Center, where they provide training to law enforcement and emergency response personnel since moving into the space in late 2021. The rates through 2022 were set below market rates to allow MNCIT to re-establish their program in a COVID-19 and post-COVID-19 environment.

The previous draft license agreement and County Board action included incorrect data, necessitating the new action and revised license agreement terms.

Facilities Management staff and the MNCIT have agreed to new license terms and the rental rates in the draft license document (Attachment: Draft MNCIT License Agreement) and summarized below:

January 1, 2023-September 30, 2023                     $1,500 per month for use of the mock training rooms, office space, and up to 50 percent use of the large and small adjacent training rooms. This matches the former rate.

October 1, 2023-December 31, 2024                     $3,000 per month for use of the mock training rooms, office space, and up to 50 percent use of the large and small adjacent training rooms. This rate is a 100 percent increase over the previous rates.

In the event the County needs the space occupied by the MNCIT, Dakota County may obtain use of the space after providing a 30-day notice of license termination.
