PURPOSE/ACTION REQUESTED

Authorize to execute a contract with Minnowa Construction, Inc., for County Project (CP) 85-23, the reconstruction of Bridge Number 19578 in Vermillion Township, and to amend the Transportation Capital Improvement Program budget accordingly.

 

SUMMARY

To provide a safe and efficient transportation system, Dakota County is reconstructing the bridge at County State Aid Highway (CSAH) 85 and 0.9 miles north of CSAH 62. This project will replace the existing bridge which has a deteriorating deck and substructure and needs full replacement.

 

The project was advertised, and bids were opened and tabulated on June 2, 2026. Three bidders submitted bids as follows:

The low bid from Minnowa Construction, Inc., in the amount of $2,471,682, is approximately 6.5 percent above the engineer’s estimate, which is reasonable for a full bridge replacement involving foundation and substructure work. The original CIP funding for CP 85-23 was based on a planned bridge deck replacement only, but detailed engineering and field evaluations performed in 2025 determined that the existing bridge’s condition warranted a full bridge replacement to meet current state-aid standards. As a result, the project scope and cost increased.

 

To fully fund the bridge construction, project contingency, and the required non-CSAH contribution, a Transportation Capital Improvement Program budget amendment of $2,489,200 is required. This amendment reflects the updated programmed funding plan for CP 85-23, including $2,198,400 for construction, $197,800 for contingency, and $93,000 in non-CSAH funding.

EXPLANATION OF FISCAL/FTE IMPACTS

To fully fund the bridge construction, project contingency, and the required non-CSAH contribution, a Transportation Capital Improvement Program budget amendment of $2,489,200 is required. The amendment consists of $93,000 in Transportation fund balance and $2,396,200 in County State Aid Highway (CSAH) funds. This reflects the programmed funding plan for CP 85-23, including the increased construction cost due to the need for full bridge replacement rather than the originally planned deck replacement.

RESOLUTION

WHEREAS, to provide a safe and efficient transportation system, Dakota County is proceeding with County Project (CP) 85-23; and

 

WHEREAS, CP 85-23 is the reconstruction of Bridge Number 19578 in Vermillion Township; and

 

WHEREAS, the adopted 2026 Transportation Capital Improvement Program includes funding for preliminary engineering and deck replacement for this project; and

 

WHEREAS, the bid of Minnowa Construction, Inc., in the amount of $2,417,682 was the lowest responsible bid received; and

 

WHEREAS, staff recommends awarding the bid to Minnowa Construction, Inc.; and

 

WHEREAS, a budget amendment is necessary to provide sufficient funding for construction, contingency, and non-CSAH cost participation.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby awards the construction contract for County Project 85-23 to Minnowa Construction, Inc. in the amount of $2,471,682 and authorizes the County Engineer to execute the contract subject to approval by the County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby amends the Transportation Capital Improvement Program as follows:
