PURPOSE/ACTION REQUESTED

Authorize the Deputy County Manager to execute a contract with SHI International Corp. for renewal of three-year licensing agreement for Adobe software products paid annually at a total cost of $460,873.83 for the three-year term of the agreement.

 

SUMMARY

Dakota County staff use Adobe software products to create and edit digital content for daily county business. The renewal agreement includes licensing for Adobe Acrobat Pro for managing digital documents, and Adobe Creative Cloud applications used for digital media creation such as video or image editing. This agreement will be purchased through SHI International Corp. under Minnesota State Cooperative Purchasing Contract #CTR060028.

 

Adobe Inc. is the industry standard for document and digital media creation and editing software. The current license agreement with Adobe Inc. started on April 12, 2023, and expires April 11, 2026. The final cost of that three-year agreement was $339,557.80.

 

The agreement renews Dakota County’s current Adobe software licenses for the term from April 12, 2026, to April 11, 2029. The costs will be paid annually for a three-year total of $460,873.83 for 946 software licenses.

The contract is increasing because 229 Acrobat licenses were added throughout the 2023 - 2026 contract period and product licensing costs have increased by 25% for the new contract period.

Dakota County IT staff recommends that the Board authorize the Deputy County Manager to enter into a contract with SHI International Corp. for the renewal of three-year licensing agreement for Adobe software products in an amount not to exceed $460,873.83 for the period of April 12, 2026, to April 11, 2029.

EXPLANATION OF FISCAL/FTE IMPACTS

The total cost of the three-year contract is $460,873.83. The first year of the contract is included in the 2026 Information Technology budget in the General Fund and is funded by levy. Future expenses related to the contract will be included in the County Manager’s recommended budget.

WHEREAS, to continue services with Adobe Inc. to provide Dakota County staff with document and digital media software tools to complete tasks for daily county business; and

 

WHEREAS, staff recommends executing a contract with SHI International Corp. for the purpose of renewing three-year licensing agreement for Adobe software products; and

 

WHEREAS, the projected total cost of the proposed contract is $460,873.83 for the period of April 12, 2026, to April 11, 2029.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to execute a contract with SHI International Corp. to renew three-year licensing agreement for Adobe software products in an amount not to exceed $460,873.83 from the period of April 12, 2026, to April 11, 2029, subject to approval by the County Attorney’s Office as to form.
