PURPOSE/ACTION REQUESTED
Authorize the Deputy County Manager to extend a contract with AGC Networks, Inc. dba Black Box, Inc. to support the Avaya telephony environment.
SUMMARY
In 2024, Dakota County Information Technology (IT) contracted AGC Networks, Inc.to support the Avaya environment for the Criminal Justice (CJDN) Departments including County Attorney’s Office, County Sheriff’s Office and Community Corrections. These departments need a different phone system to satisfy security requirements for accessing and using Criminal Justice Information (CJI). The County’s Cisco Webex telephony platform is not approved by the Minnesota Bureau of Criminal Apprehension (BCA) for use of CJI.
Dakota County purchased a one-year support contract through AGC Networks, Inc. This support contract ends on December 31, 2025. Dakota County will be dependent on the Avaya system for the better part of 2026 as Dakota County IT begins a project to transition these County business units to a new telephony platform. The proposed new support contract for $132,790 will provide support for Avaya phone system, Xima Chronicall reporting suite, Intrado E911 service, Enghouse Call Recording service, Audio Codes media gateway service and Blackbox support services through December 31, 2026.
The proposed support contract through AGC Networks, Inc. breakdown:
• Avaya phone platform - one year support $81,745.60.
o Provides call handling for CJDN Department employees.
• Xima Chronicall reporting suite - one year support $5,200.78.
o Provides call detail reporting for the Avaya system.
o Provides wallboards for the Automatic Call Distribution (ACD) groups.
• Intrado E911 service suite - one year support $21,998.99.
o Provides Emergency 911 services.
• Enghouse Call Recording suite - one year support $3,819.20.
o Provides call recording services.
• Audio Codes gateway services - one year support $7,525.43.
o Provides gateway services for call in from outside world and calls between Avaya and Webex phones systems.
• Blackbox support services - one year support $12,500.00.
o Reseller support services for the Avaya environment.

Dakota County IT staff recommend the Board authorize the Deputy County Manager to extend the contract with AGC Networks, Inc. dba Black Box, Inc. for support of the Avaya telephony environment for an amount not to exceed $132,790 from January 1, 2026, through December 31, 2026.

EXPLANATION OF FISCAL/FTE IMPACTS
The cost of this contract is $132,790. This contract is funded with levy and is included in the County Manager’s 2026 Recommended Budget as part of the Information Technology Capital Equipment Program (CEP).

WHEREAS, Dakota County Information Technology has previously held a support contract with AGC Networks, Inc; and
WHEREAS, Dakota County will require continued support on the Avaya telephony environment while County IT begins to transition Community Corrections, the Sheriff’s Office, and the County Attorney’s Office to a new phone system in 2026; and
WHEREAS, AGC Networks, Inc. dba as Black Box, Inc. has provided a not to exceed quote of $132,790 to support the County’s Avaya telephony environment through December 31, 2026.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to extend the contract with AGC Networks, Inc. dba Black Box, Inc. for Avaya telephony environment support in the amount not to exceed $132,790 from January 1, 2026, through December 31, 2026, subject to approval by the County Attorney’s Office as to form.
