Authorization To Execute Joint Powers Agreement With City Of Hastings For Mississippi River Greenway Cost Sharing Of Mississippi Riverbank Repairs
end
PURPOSE/ACTION REQUESTED
Authorize the execution of a joint powers agreement (JPA) with the City of Hastings for cost sharing of Mississippi Riverbank repairs adjacent to the Mississippi River Greenway (MRG) (Attachment: Project Map).
SUMMARY
To provide a safe and efficient greenway system, Dakota County is proceeding with the operations and maintenance of the MRG - Hastings Segments. In 2024, Dakota County identified two segments of trail to be included in the annual overlay package to be reclaimed and repaved within River Flats Park and the earth dam southwest of Lock and Dam Number 2. During preliminary design and analysis, and coordination with the City, severe shoreline erosion adjacent to the trail was identified that has been steadily growing since before 2020 and now encroaching within feet of the trail in 2024 (Attachment: Aerial Images). The reclamation was moved to 2025 to allow for shoreline repairs to occur and avoid paving equipment hazards close to the eroded edge.
The City of Hastings contracted with Barr Engineering in 2024 to develop a design for repairing riverbank erosion on the Mississippi River adjacent to the Mississippi River Greenway (Attachment: Riverbank Repair Plans). The slope failure is estimated to cost between $50,000 and $75,000 not including permitting or construction administration to fix. Dakota County will contribute 40 percent of the design and construction costs, and Hastings will contribute the remaining 60 percent and will also lead the construction management and administration.

Staff recommends the execution of a joint powers agreement with City of Hastings for necessary riverbank repairs adjacent to the MRG to formalize cost contributions and responsibilities for the construction costs for the period August 19, 2024, to December 31, 2025.
