PURPOSE/ACTION REQUESTED

Adopt 2025 state legislative priorities.

 

SUMMARY

This item seeks adoption of 2025 state legislative priorities. Based on discussion during the August 27, 2024, Legislative Work Session and the September 10, 2024, General Government and Policy Committee of the Whole meeting, staff have prepared the revised list of proposed 2025 state legislative priorities.

 

Staff are recommending the following capital projects be adopted as priorities for 2025 in the ranking order listed:

1.                     Interstate 35 Bridge and County Road 50 Improvements

2.                     Recycling Zone Plus

3.                     Thompson County Park Improvements

4.                     County Energy Efficiency and Generation

 

In addition, staff are recommending the following policy priorities be adopted for 2025:

                     Cannabis and THC Impact Mitigation

                     Elder Waiver Renewal Flexibility

                     Housing Support Demonstration Program Expansion

                     Housing Support Operations Management Allocation

                     Human Services Systems Modernization

                     Increased Select Committee on Recycling and the Environment (SCORE) Funding

                     Mental Health Crisis Services Appropriation

                     MnCHOICES Reassessment Process Improvement

                     Statewide Emergency Shelter Funding

                     Statewide Medical Assistance (MA) Reimbursement for Collaborative Intensive Bridging Services (CIBS)

                     Subordinate Service District Authority

 

Staff will return to a future meeting with proposed changes to the legislative platform.

Staff recommends that the Board adopt the proposed 2025 State Legislative Priorities.

EXPLANATION OF FISCAL/FTE IMPACTS

There is no direct fiscal impacts as a result of adopting the legislative platform and priorities. If certain

positions are adopted by the state or federal legislatures, the budget for county activities may be

affected. In such cases, budget amendments will be recommended for the Board’s approval.

WHEREAS, the Minnesota Legislature will convene its 2025 session on January 14, 2025; and

 

WHEREAS, the interests of Dakota County and its citizens will be directly affected by the decisions of

the 2025 Legislature; and

 

WHEREAS, on September 10, 2024, the General Government and Policy Committee of the Whole reviewed items for inclusion in Dakota County’s 2025 Legislative Priorities.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby

adopts the following capital priorities for the 2025 state legislative session, in the rank order listed:

1.                     Interstate 35 Bridge and County Road 50 Improvements

2.                     Recycling Zone Plus

3.                     Thompson County Park Improvements

4.                     County Energy Efficiency and Generation
