PURPOSE/ACTION REQUESTED

Provide an update on the 2023 State legislative session, State and Federal legislative affairs, and the

status of County legislative priorities. Adopt modifications to the Dakota County Legislative Platform.

 

SUMMARY

The Legislative Advisory Workgroup (LAW) and staff will provide updates on federal and state legislative affairs and activities, Minnesota Inter-County Association (MICA), Association of Minnesota Counties (AMC), National Association of Counties (NACo) activities, related County activities and other legislative topics of interest to Dakota County.

 

In addition, the General Government and Policy Committee of the Whole recommended the following changes to the legislative platform at the February 7 meeting and the February 21 special meeting:

 

                     The addition of items related to the Dan Patch Corridor, the formula for distribution of Older Americans Act Resources, funding for a study related to an Amateur Sports Complex in the southern Twin Cities Metropolitan Area, and the reauthorization of the lottery dedication to the Environment and Natural Resources Trust Fund.

                     The removal of an item related to state funding for the County State Aid Highways 66 and 62 interchange at Trunk Highway 52.

WHEREAS, the Minnesota Legislature convened the 2023 session on January 3, 2023; and

 

WHEREAS, the interests of Dakota County and its citizens will be directly affected by the decisions of

the 2023 Legislature; and

 

WHEREAS, on February 7, 2023, and February 21, 2023 the General Government and Policy Committee of the Whole reviewed items for inclusion in Dakota County’s 2023 Legislative Platform.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners supports the use of the Dan Patch Corridor as a greenway for non-motorized transportation; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners supports an Interstate Funding Formula (IFF) for distribution of federal Older Americans Act (OAA) resources that adequately funds the growing needs of older adults in the 7-County Twin Cities Metropolitan Area; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners supports state funding for a study related to an Amateur Sports Complex in the southern Twin Cities Metropolitan Area; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners supports reauthorization of the lottery dedication to the Environment and Natural Resources Trust Fund; and

 

BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby adopts the amended 2023 Legislative Platform.
