RESOLUTION

body

WHEREAS, Dakota County has provided information technology services to the Criminal Justice Network Joint Powers Organization since it became a stand-alone organization in 2022; and

WHEREAS, the two organizations entered into a formal agreement for these services starting in 2022; and

WHEREAS, the agreement has been extended twice for the continuation of these services; and

WHEREAS, both organizations wish to continue these services for one additional year through December 2027.

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorize the Deputy County Manager to execute the Third Amendment to the Agreement Between the Criminal Justice Network Joint Powers Organization and the County of Dakota for Information Technology Services for the period of January 1, 2027, through December 31, 2027.

end

BACKGROUND

Dakota County has worked closely with the Criminal Justice Network since its inception as a county department.  In 2022, CJN became a stand-alone joint powers organization and has contracted for services from the county in several areas including information technology.  Some of the services provided include user accounts, desktop support, electronic communications, and network connectivity.

CJN and Dakota County have negotiated a third amendment to the original agreement to continue to provide these services for 2027.  While we have formed a partnership in this area, due to several factors including capacity limits at the county level, 2027 will be the final year of the county providing this level of support to CJN.  There may be some minor assistance beyond 2027 that will be determined next year.

RECOMMENDATION

recommendation

The Deputy County Manager recommends the County Board approve the third amendment to the agreement with the Criminal Justice Network to provide information technology services in 2027.

end

FINANCIAL AND STAFFING IMPACTS

The agreement between the two organizations includes the Criminal Justice Network reimbursing Dakota County $70,000 for the services to be provided in 2027.  This is an increase from the $66,000 included in the 2026 agreement.  This revenue is included in the General Fund in the Information Technology budget in the County Manager’s draft 2027 budget.
