PURPOSE/ACTION REQUESTED

Authorize executing a contract with the Minnesota Department of Public Safety for the 2023 Emergency Management Performance Grant (EMPG).

 

SUMMARY

The Federal Emergency Management Agency (FEMA) and the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management, have awarded the 2023 EMPG. The Division of Homeland Security and Emergency Management is awarding Dakota County an allocation of $177,271.

 

Pursuant to Minn. Stat. Chapter 12, the Department of Public Safety, Division of Homeland Security and Emergency Management, has been designated as the agency to disburse the grant. The EMPG grant is a 50 percent reimbursement grant program that can be used for planning, training, and equipment to support the Emergency Management Program for Dakota County. This grant will support both the Emergency Preparedness Coordinator and an Emergency Management Coordinator’s salary and benefits, planning and training to meet Emergency Operations Plan requirements, Domestic Preparedness Committee annual fees, fees associated with the required emergency management conference per grant requirements, and annual costs for BOLD Planning and Everbridge Mass Notification software. Based on the 2023 budgeted expenses Dakota County will be eligible for reimbursement totaling $177,271.

Sheriff’s staff recommends accepting Dakota County’s allocation of $177,271 under the 2023 Emergency Management Performance Grant and authorize the Sheriff to execute a grant agreement with the Minnesota Department of Public Safety.

EXPLANATION OF FISCAL/FTE IMPACTS

Dakota County’s portion of the EMPG grant totals $177,271 for the calendar year 2023. The grant period is January 1, 2023, to December 31, 2023.

WHEREAS, the Federal Emergency Management Agency (FEMA) and the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management (HSEM), have awarded Dakota County the sum of $177,271 in grant funding for the 2023 Emergency Management Performance Grant; and

 

WHEREAS, the grant period runs from January 1, 2023 through December 31, 2023; and

 

WHEREAS, the grant provides for 50 percent matching funds from Dakota County and those funds are included in the Sheriff’s Office Emergency Preparedness budget; and

 

WHEREAS, funds received from this grant reimburse Dakota for 50 percent of the salary and benefits for the Emergency Preparedness Coordinator, Emergency Operations Plan requirements, Domestic Preparedness Committee annual fees, required emergency management conference per grant requirements, and equipment and supplies.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Sheriff to execute a grant agreement with the Federal Emergency Management Agency (FEMA) and the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management (HSEM) for the Emergency Management Performance Grant in the amount of $177,271, subject to approval of the County Attorney’s Office as to form.
